Duties

Help
  • Oversees the agency Priority Placement program regarding procedures on eligible applicant eligibility for proper consideration or rights to special consideration.
  • Serves as the authority on Veteran Preference procedures and Military Spouse Preference eligibility providing guidance on type of appointment and eligibility.
  • Utilizes the Defense Civilian Personnel Data System, and other electronic processing and record keeping systems to manage and report data; tracks and reports time-to-hire metrics
  • Provides management advisory staffing service on recruitment strategies pertaining to competitive, excepted and special hiring flexibilities.
  • Processes applications through USA Staffing using relevant procedures, applying OPM guidance and regulation.
  • Provides training to management and human resources specialists on the full utilization ofrecruitment automated system.
  • Serves as the agency resources on issues involving the recruitment automated system and complies with OPM guidance of operation.
  • Serves as Administrator for the USA Staffing/recruitment automated system with responsibility for issuing system licensed and approval access.

  • Incumbent is required to obtain and maintain a Secret security clearance.
  • Required urinalysis for illegal drug use prior to appointment and subject to random drug testing thereafter.
  • Drug testing is not required for DoD civilian employees moving by transfer or reassignment from one DoD Testing Designated Position to another with no break in service.
  • If you have not previously successfully completed a probationary period with the federal government in a similar position, you will be required to serve a two-year probationary period.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Specialized Experience: You must have at least 52 weeks of specialized experience at the GS-12 level in the federal service or at an equivalent level. Specialized experience is defined as: regularly performing duties in automated systems, such as USA Staffing, Automated Stopper and Referral System (ASARS), and Defense Civilian Personnel Data System (DCPAS) or a comparable automated system in order to manage staffing and recruitment programs such as Priority Placement Program (PPP) and Delegated Examining (DE) program; and perform a wide range of advanced HR principles, concepts, and practices in recruitment and placement for Merit Promotion and DE and/or other special hiring authorities in order to manage programs and process to meet recruiting needs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
