Summary

As a Wildlife Refuge Manager you will be responsible for leadership and direction of assigned staff with expertise in formulating, planning, managing, and administering, Fish and Wildlife, Refuge, and Wetland Management District operations and programs. The incumbent will provide authoritative advice on a full range of significant scientific and non-scientific refuge issues resolving problems and developing innovative solutions that have controversial environmental impact.

Duties

Help

  • Formulates and develops refuge policies and programs.
  • Oversees and administers the biological programs; administering land and aquatic conservation, habitat development, clean-up, contaminant and restoration projects, research programs, population studies, wildlife inventories, and species monitoring.
  • Oversees, administers, and ensures document development related to the National Environmental Policy Act (NEPA); i.e. environmental impact statements, findings and impacts, exclusions, Endanger Species Act (ESA) Section 7 consultations, archeological clearances, wilderness decisions, etc.
  • Oversees, administers, and ensures the development and coordination of conservation, habitat management, land acquisition and protection, and refuge plans.
  • Plans and assigns the work and priorities, develops standards and evaluates performance, recognizes and awards, gives advice and counsel, interviews and appoints, promotes and reassigns, provides and arranges training, resolves or elevates complaints, and effects minor disciplinary measures for all assigned staff.
  • Formulates, develops, and implements long-range plans, strategies, and policies associated with operations, fiscal responsibilities, personnel, property management, etc.
  • Coordinates with partner agencies and special interest groups when formulating long-range plans.
  • Oversees and administers the Visitor Services program to include wildland recreation, outreach and education, and volunteer programs.

Qualifications

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:

BASIC EDUCATION REQUIREMENT
The 0485 job series has a basic education requirement that must be met by one of the following:
A. Successful completion of a full four-year course of study in an accredited college or university leading to a bachelor's or higher degree with a major field of study in zoology, wildlife management, or an appropriate field of biology that included at least 9 semester hours in zoology; 6 semester hours in such wildlife courses as mammalogy, ornithology, animal ecology, or wildlife management; and 3 semester hours in botany, and 3 semester hours in conservation biology. OR
B. A combination of education - courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. To combine education and experience, first take the number of semester hours (or equivalent) earned towards your degree and divide by 120 semester hours (or equivalent). To determine the percentage of qualifying experience, divide the total number of months of acceptable specialized experience by 12 months. Add your percentages of education and experience together. The two percentages must total at least 100%.

ADDITIONAL QUALIFICATION REQUIREMENT
One year of specialized experience comparable in difficulty and responsibility to the GS-12 grade level in the Federal Service that demonstrates your ability to: Develop policy related to partnerships, visitor services, and/or recreation; Coordinate partnerships with internal and external partners, grant application and management processes; Serve as primary point of contact, coordinator and facilitator of activities related to strategic planning/implementation; and Oversee special reports on issues of national significance engaging audiences in conservation, urban issues, the conservation community, the shooting and hunting sports industry, wildlife conservation organizations, State Governments, Native American tribes, and the Federal Government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts, which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

The position located in Hilo, Hawaii at the Big Island National Wildlife Refuge Complex supervises at least one law enforcement employee requiring drug testing and a higher security clearance level/background investigation for the incumbent of the position.

Supervisory Probationary Period: If you have not previously completed a supervisory probationary period, you will be required to serve a one-year supervisory/managerial probationary period for this position.

  • Knowledge of related disciplines of plant ecology, soil science, hydrology, plant and wildlife diseases, restoration ecology, forestry, land management/conservation, and fire ecology and management.
  • Knowledge of natural resource laws, regulations, and polices.
  • Skill and diplomacy in developing partnerships, strategizing, and coordinating activities with public and private entities.
  • Knowledge of purchasing, contracting, property management, human resource management, and business management of IT systems.
  • Knowledge of and skill in applying, management and administrative goals and objectives.
  • Ability to communicate effectively orally sufficient to make formal/informal oral presentations.
