The Office of Inspector General (OIG) is an independent office within the Department of the Interior whose mission is to promote excellence, integrity, and accountability throughout DOI. The OIG conducts investigations, evaluations, and audits in order to enhance effectiveness and efficiency and to prevent and detect waste, fraud, and mismanagement in DOI programs and operations.

The incumbent of this position serves as an Attorney-Advisor in the Office of General Counsel (OGC). The General Counsel is responsible for providing legal advice for the Office of Inspector General. This includes advice concerning (1) audits and other administrative reviews of DOI programs and operations; (2) administrative, civil, and criminal investigations; (3) internal management matters, such as responding to requests under the Freedom of Information (FOIA) and Privacy Acts (PA). The General Counsel is also responsible for administering the OIG's ethics program, handling internal employment matters and related litigations, legal questions concerning procurement and appropriations matters, and responding to requests from Congress.

The duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Help

  • Provides legal advice in connection with OIG audits and other administrative reviews of DOI programs and operations
  • Provides legal advice in connection with administrative, civil, and criminal investigations
  • Provides legal advice and other assistance in connection with requests for information under the FOIA, the PA, and DOI's Touhy regulations
  • Provides government ethics advice to OIG employees and in connection with other OIG matters
  • Provides legal advice and other assistance in connection with OIG employment matters and related litigation, including matters brought before the Merit Systems Protection Board (MSPB), the Equal Employment Opportunity Commission (EEOC), and the Office of Special Counsel (OSC)
  • Provides legal advice concerning procurement and appropriations matters
  • Provides legal advice and other assistance in connection with requests from Congress
  • Serves as agency counsel in connection with litigation involving the OIG
  • Provides other legal advice and assistance as needed

Qualifications

To be eligible for this position, you must possess the qualifying experience and education requirement listed for this position.

Experience Requirement GS-13:  3 or more years of professional legal experience, acquired after admission to a bar, commensurate with the duties and responsibilities of the position.

Experience Requirement GS-14:  4 or more years of professional legal experience, acquired after admission to a bar, commensurate with the duties and responsibilities of the position. 

Education

You must possess a professional law degree (J.D.), and be a current, active member in good standing of the bar of a state, territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.

One or more of the types of experience listed below is highly desired; however, applicants do not need to possess experience in all of the categories. The depth of knowledge, skills, and abilities in each category will be considered in assessing an applicant’s credentials.

  1. Knowledge or experience with federal employment law issues.
  2. Knowledge or experience with federal contracts, interagency agreements, and forms of grants or cooperative agreements.
  3. Knowledge or experience on disclosure and privacy issues, including the Freedom of Information and Privacy Acts.
  4. Knowledge or experience with federal appropriations law issues.
  5. Knowledge or experience conducting, or providing legal advice for, federal investigations, audits, or other administrative reviews of agency programs or personnel.
  6. Knowledge or experience in the substantive programs and operations conducted by the Department of the Interior. This may include work in federal land and natural resource management, tribal programs or Indian law, the Endangered Species Act, environmental protection, energy management,  law enforcement operations, franchise fund operations, wildlife refuge management, national park management, and other activities related to the programs and operations of the Department.
