Duties

Help

As a Policy Analyst, GS-0301-14/15, your typical work assignments may include the following:

Policy analysts within the IP Branch are the core source of expertise on matters pertaining to the regulatory and information policies of Federal departments and agencies with tax policy/administration, financial, banking, consumer protection, and related missions. Policy analysts are responsible for:

  • Assisting with meeting the objectives of Executive Order No. 12866 on Regulatory Planning and Review, Executive Order 13771 on Reducing Regulation and Controlling Regulatory Costs, the Paperwork Reduction Act and related statutory and Executive branch authorities.
  • Providing analytical support to OMB policy officials on a variety of regulatory issues as well as understand, and confirm agency analyses comply with the analytical principles embodied in OMB Circular A-4, "Regulatory Analysis."
  • Participating in a variety of cross-cutting research studies with other staff members in the Office of Information and Regulatory Affairs, other divisions of OMB and the Executive Office of the President, as well as other Federal agencies.
  • Evaluating the economic and legal aspects of tax policy/administration, financial, banking, or consumer protection, and related regulatory actions, emphasizing the analysis of the costs and benefits of regulatory actions.
  • Coordinating the interagency review of regulations to ensure consistency with Administration regulatory priorities, principles and procedures.
  • Providing information and advice to OMB and White House officials on all aspects of regulatory and information policies and programs.
  • Reviewing agency information collection requests to ensure consistency with the Paperwork Reduction Act.
  • Reviewing agency information collections to ensure compliance with the Privacy Act.
  • Working with agencies across the Federal government in a multi-disciplinary setting to improve government decision-making and interagency coordination regarding regulatory policy.These duties require the use of economic, statistical and other quantitative and analytical methods.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are:

You may qualify at the GS-14 level, if you fulfill one of the following qualification requirements:

A. One year of specialized experience equivalent to the GS-13 grade level or comparable pay band in the Federal service or equivalent experience in the private sector that includes conducting analyses of financial, banking, consumer protection, or tax regulations or regulatory policy to identify significant economic and legal issues, with an emphasis on regulatory costs and benefits, and alternative regulatory approaches. Such experience must include: 1) initiating and performing objective qualitative and quantitative analyses of financial, banking, consumer protection, or tax policy and/or economic issues to inform decision making; 2) development of recommendations to higher-level decision makers; AND 3) drafting and presenting succinct written products to describe and summarize analyses and recommendations.

Candidates should demonstrate leadership and direction for economic or legal research or analyses in the aforementioned subject areas particularly in tax policy; assuming responsibility for and generating research or analysis of significant importance and difficulty which are undertaken to resolve urgent, practical problems; or furnishing economic and/or legal advice and counsel on important decisions regarding the planning and execution of policy.

You may qualify at the GS-15 level, if you fulfill one of the following qualification requirements:

A. One year of specialized experience equivalent to the GS-14 grade level or comparable pay band in the Federal service or equivalent experience in the private sector that includes conducting analyses of financial, banking, consumer protection, or tax regulations or regulatory policy to identify significant economic and legal issues with emphasis on regulatory costs and benefits and alternative regulatory approaches.

Such experience must include: 1) initiating and performing objective qualitative and quantitative analysis of financial, banking, consumer protection, or tax policy and/or economic issues to inform decision making; 2) development and presentation of recommendations to higher-level decision makers; 3) independently drafting and presenting succinct written products to describe and summarize complex analyses, policy options and implications, and recommendations; AND 4) developing strategies to improve the effectiveness of regulatory policies

Candidates should demonstrate leadership and direction for economic or legal research or analyses in the aforementioned subject areas particularly in tax policy; assuming responsibility for and generating research or analysis of significant importance and difficulty which are undertaken to resolve urgent, practical problems; or furnishing economic and or legal advice and counsel on important decisions regarding the planning and execution of policy.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Only experience and education obtained by the closing date of this announcement will be considered.
