Summary

Serves as a Senior Operations Research Analyst in the Office of Analytics & Improvements (OAI), Division of Analytics Center of Excellence (ACE). Responsible for developing analytical models and methods. Provides expertise in research studies of performance management, operations & workload issues in the areas of strategic planning and thinking, performance improvement, business analytics using experimentation and innovation to carry out the agency's mandatory strategic planning activities.

Duties

Help
  • Serves as principal advisor on all matters related to data analytics, data science, ongoing predictive modeling and operational research projects.
  • Serves as principal advisor on studies of SSA programs and issues, to improve the efficiency of SSA's operations and service delivery.
  • Conducts complex operational research studies into program operations to resolve service delivery issues including requisite data wrangling, research, and analysis.
  • Provides statistical advice and support on study design, sample selection, variance calculations, hypothesis testing, and data analysis.
  • Analyzes study findings and leads in the development of recommendations proceeding from study results.
  • Prepares background papers, confidential reports, briefing material, executive presentations, and recommendations.

Qualifications

Applicants must have 52 weeks of specialized experience at the GS-13 level, or equivalent, which is in or related to the work of the position to be filled, that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience should include competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem; understanding and use of the fundamental concepts and techniques of operations research methods of analysis. This experience should be related to at least one or more of the following areas: performance management, operations, strategic planning, analytical modeling, statistics, or probability and should include leading operational studies, projects, and research.

In addition, applicants must possess either:

  1. A degree in operations research. OR
  2. A degree in a related field (such as Engineering/Industrial Engineering, Science, Economics, Mathematics, Statistics or Management Science) that includes or was supplemented by at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of these 24 semester hours must have been in calculus.

  • Skill in applying complex mathematical, statistical, and analytical theories, principles, and concepts including optimization and predictive and prescriptive modeling.
  • Data science and data wrangling skills.
  • Skill in designing comprehensive research studies and complex analysis, and interpretation of results.
  • Knowledge of large SSA-like programs, data, and systems.
  • Skill in written and oral communication.

Candidates eligible for veterans' preference will be placed ahead of other candidates in the appropriate category for which they have been rated. Additionally, preference eligibles who have a compensable service-connected disability of at least 10 percent and who meet the Minimum Qualification Requirements will automatically be placed in the Best Qualified Category.
