Help

As a GS-12, full-performance level, Operations Research Analyst, you will:

  • Lead modeling and analysis tasks using standard techniques involving the study and consideration of the impacts for coal markets from emerging technologies, rapidly changing industry practices, mergers and restructurings, new regulations, and other changes in the world and national economies and markets.
  • Analyze data from various sources and make conclusions and recommendations based on the underlying relationship shown through the models to propose recommendations, which reflect real world factors and environments.
  • Maintain and enhance models and simulation techniques and develop scenarios for use in current and future energy studies.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

In addition to the basic education requirements, applicants can qualify through education alone or the specialized experience requirement.

GS-09:

You may substitute a master’s degree or equivalent graduate degree or at least two full years of progressively higher level graduate education leading to such a degree in a field related to the work of this position.

OR

One year of specialized experience equivalent to the next lower grade level in the Federal Service. Specialized experience for this position at the GS-09 is defined as: performing segments of analyses and projects using standard techniques and models; observing, studying and documenting new modeling techniques and approaches and assisting in the development of working papers and coordinating with others to improve models.

GS-11:

You may substitute a Ph.D. or equivalent doctoral degree or at least three full years of progressively higher level graduate education leading to such a degree in a field related to the work of this position.

OR

One year of specialized experience equivalent to the next lower grade level in the Federal Service. Specialized experience for this position at the GS-11 is defined as: gathering, analyzing, and evaluating information concerning mathematical, statistical, economic, and/or other phenomena that impact energy market conditions or energy industry practices; recommending conclusions based on the results of studies; and planning, designing, implementing and testing enhancements to improve and validate models.

GS-12:

Education cannot be substituted for the GS-12 grade level.

You must have one year of specialized experience equivalent to the next lower grade level in the Federal Service. Specialized experience for this position at the GS-12 is defined as: conducting and developing research to support the modeling of coal or other energy commodity markets and technological trends; using new modeling techniques and approaches and recommending critical elements from real world systems for inclusion into models.

  1. Knowledge of economies and markets affecting production, pricing, supply, and distribution patterns by utilizing forecasting models.
  2. Skill in performing analyses and projects using standard techniques and models.
  3. Ability to design, build and use basic models to determine correct techniques or approaches to provide conclusions for projects/assignments.
  4. Oral and written communication skills.

Education

EDUCATION:

Basic Requirements:

Degree: Operations Research, or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 hours must have been in calculus.

Evaluation of Education:

Courses acceptable for qualifying for operations research positions may have been taken in other departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.

Education must be obtained from an accredited institution recognized by the U.S. Department of Education.
