You will support the Enterprise Aquisitions Center in the performance of all procurement planning for the Agency procurement and computer/IT telecommunications related requirements, financial audits, facilities and operations support services. This involves coordinating with program personnel, financial and budget staff and developing tracking charts and time frame requirements. Serves as an advisor to both program and management officials. Assists in implementing procurements policy including Federal Acquisition Regulations, OMD Circular and OFPP policy matters. Performs cost and price analysis, makes competitive range determinations, prepares determinations and findings, justifications and approvals, conducts pre-bid and proposal conference and makes determinations of responsibility based on appropriately chosen data from contractors and pre-award surveys. Coordinates with the Office of General Counsel (OGC) and assists agency personnel in responding to protests. Serves as a lead negotiator; and develops negotiation strategy, coordinates strategy with negotiating team and conducts negotiations. Performs extensive contract administration which typically involves incremental funding, coordination of time extensions, incorporation and negotiation of change orders, etc. Also negotiates supplemental agreements and modifications, issuance of cure notices, final payment and contract closeout. Exercises technical surveillance over pre-award proposal evaluations, contract performance and Contracting Officer Representatives (CORs). Terminates contracts as required for convenience or default.
