EBSA, through its enforcement of Title I of the Employee Retirement Income Security Act of 1974 (ERISA) and other related health benefits laws, protects the security of retirement and health plan benefits and assets for all workers who have employer-sponsored plans.

- This position's full performance level is GS-15. There is no obligation to provide future promotions to you if you are selected. Future promotions are dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and supervisory approval. 

- This position is outside the bargaining unit.

- Relocation expenses will not be paid.

Help

Major duties for this position at the full performance level include but are not limited to, the following:

  • Plans, develops, and coordinates actuarial research projects regarding health and welfare plans.
  • Reviews and analyzes legislative, regulatory, and administrative proposals and public policy issues pertaining to health and welfare plans.
  • Provides expert technical (actuarial) guidance and consultative services to EBSA senior and executive staff regarding health and welfare benefit plans.
  • Provides consultative and technical (actuarial) support to EBSA’s supervision of group health plans.
  • Plans, develops, and coordinates significant actuarial work using multiple sources of data and variety of actuarial models and systems, consistent with the appropriate Actuarial Standards of Practice (ASOP).

Qualifications

Basic Requirements:

  1. A bachelor's degree that included courses in actuarial science, mathematics, relevant statistics, business, finance, economics, insurance, or computer science totaling at least 24 semester hours. This course work must have included a minimum of 12 semester hours of mathematics that included differential and integral calculus and one of more courses in mathematics for which these calculus courses were prerequisites.

OR

  1. Combination of education and experience that includes both of the following requirements:
  • Technical work experience in actuarial support work or in mathematics;

and

  • Completion of a minimum of 24 semester hours of courses in actuarial science, mathematics, relevant statistics, business, finance, economics, insurance, or computer science at a four year college or university. This course work

must have included a minimum of 12 semester hours of mathematics that included differential and integral calculus and one or more courses in mathematics for which these calculus courses were prerequisites.

In addition to the Basic Requirements listed above applicants must also meet the Specialized Experience requirements.

For the GS-14 Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level the GS-13 level.
 
Specialized Experience is defined as experience providing technical advice and guidance in any segment or component of the administration of actuarial program services under Employee Retirement Income Security Act (ERISA) and or the Internal Revenue Code (IRC). This may also include experience providing support and guidance to an actuarial resource in monitoring and implementing phases of an actuarial program.

For the GS-15 Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level the GS-14 level.

Specialized Experience is defined as experience serving as an authoritative actuarial resource in the development, implementation and/or monitoring of actuarial policies and procedures services under the Employee Retirement Income Security Act (ERISA) and or the Internal Revenue Code (IRC). Examples of this experience might include: serving as the pricing actuary on a number of group health and welfare plans, managing a unit that performs complex actuarial calculations, valuations, or studies.
