    Summary

    The Senior Executive Service (SES) is comprised of the men and women charged with leading the continuing transformation of the government. These leaders possess well-honed executive skills and share a broad perspective of government and a public service commitment which is grounded in the Constitution.

    This position is designed as a SES, Career-Reserved or General.  USDA structures its SES positions into position levels.  This is a position level two with a salary range of $168,311- $178,957 per year.  Exceptions to the salary cap may be considered in certain circumstances.  SES employees are also eligible to receive bonuses and performance-based awards.  Visit http://www.opm.gov/ses/ for additional information and benefits for SES employees.

    Responsibilities

    The mission of the National Institute of Food and Agriculture (NIFA), an agency in the Research, Education, and Economics (REE) mission area of the United States Department of Agriculture (USDA) is to invest in and advance agricultural research, education, and extension to solve societal challenges.  NIFA staff provides national leadership and support for science, extension, and education programs and other cooperative activities in the food, agriculture, natural resources and human sciences disciplines.  NIFA’s vision is to catalyze transformative discoveries, education and engagement to address agricultural challenges.   NIFA is committed to identifying and meeting research, education, and extension priorities as legislated by the Congress and in accordance with the USDA and NIFA Strategic Plans.     The Institute of Food Safety and Nutrition is a major component of NIFA. This Institute is responsible for research, education, and extension that leads to a safer food supply; improving health and nutrition of citizens and reducing childhood obesity; and improving food quality.

    As the Deputy Director of the Institute of Food Safety and Nutrition, the incumbent is responsible for providing scientific and managerial leadership and direction in formulating and implementing policies and programs that support research, education, and extension that enhance the safety of America’s food supply and the delivery of healthy, nutritious, and available food to all Americans. The incumbent serves as a principal scientific and management advisor to the Associate Director for Programs in administering, evaluating, planning, directing and coordinating activities related to the mission and function of NIFA, in execution of policies and practices of grants management, and in the allocation of resources to carry out these policies and practices.

    The Deputy Director of the Institute of Food Safety and Nutrition provides executive scientific and managerial leadership and direction; serves as an advisor and agency expert; provides strategies and liaison; and initiates promoting ideas and concepts that impact programs and policies.

    1. Participates fully as an integral part of the NIFA Executive Council that makes decisions regarding cooperative agricultural research, extension, economic, and education programs and policies.

    2. Participates in the development of a national strategic plan for the advancement of agricultural sciences. Identifies needs for new or amended NIFA-wide policies, procedures, and practices and advises the Director and the Associate Directors of the same. As required, serves on various NIFA or other government agency committees to assess policies or technical issues to prepare recommendations to meet identified needs and/or to execute final decisions.

    3. As a member of the NIFA Science Leadership Council, participates in the formulation and implementation of NIFA plans to meet the needs and challenges of food, agriculture and natural resources.

    4. As part of the Executive Council, participates in formulating and implementing of plans and policies to meet the needs and challenges of food, agriculture and natural resources.

    5. As Deputy Director of the Institute of Food Safety and Nutrition, the incumbent is responsible for implementing program plans and priorities, for the administration of the Institute’s budget, and for implementing and evaluating a wide range of programmatic activities.

    6. Provides outcome-based leadership for planning, development, implementation, and performance tracking of major research, education, and extension programs within the Institute.
