Summary

The incumbent serves as a Rangeland Management Specialist for a very busy and complex range program including overall grazing program administration, grazing permit administration, allotment management planning, National Environmental Protection Act (NEPA) analysis, and supervision. 

Develops an overall ecosystem based rangeland management program utilizing resource management plan goals, objectives and decisions and rangeland project decisions as necessary to implement actions that help achieve land management plan goals and objectives.

Oversees administration of eighteen yearlong grazing permits.

Prepares long and short-range plans based on rangeland resource needs.

Consults, coordinates, and cooperates with all affected users, interested publics, and private interests including various environmental groups.

Conducts complete inventories and annual monitoring of rangeland resource and activities that involves hiking, horseback riding, all-terrain vehicle use, and trailering of stock and equipment.

Prepares and reviews ecological assessments and participates on interdisciplinary teams.

Qualifications

Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelors or higher degree that included a major field of study in range management; or a related discipline that included at least 42 semester hours in a combination of the plant, animal, and soil sciences, and natural resources management, as follows:
  • Range Management -- At least 18 semester hours of course work in range management, including courses in such areas as basic principles of range management, range plants, range ecology, range inventories and studies, range improvements, and ranch or rangeland planning.
  • Directly Related Plant, Animal, and Soil Sciences -- At least 15 semester hours of directly related courses in the plant, animal, and soil sciences, including at least one course in each of these three scientific areas, i.e., plant, animal, and soil sciences. Courses in such areas as plant taxonomy, plant physiology, plant ecology, animal nutrition, livestock production, and soil morphology or soil classification are acceptable.
  • Related Resource Management Studies -- At least 9 semester hours of course work in related resource management subjects, including courses in such areas as wildlife management, watershed management, natural resource or agricultural economics, forestry, agronomy, forages, and outdoor recreation management.
OR

Combination of education and experience -- at least 42 semester hours of course work in the combination of plant, animal, and soil sciences and natural resources management shown above, plus appropriate experience or additional education.

In addition to the requirements described above, the following additional education and/or experience are required for the grade(s) specified.

For the GS-7 level: Applicants must have one year of specialized experience equivalent to at least the GS-5 grade level; OR one full year of graduate level education; OR an appropriate combination of graduate level education and specialized experience; OR Superior Academic Achievement (to determine if you are eligible, go to: http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

Examples of specialized experience are: Collecting basic data from on the-ground observations to determine rangeland activity suitability, ecological heath, ecological status, trend and grazing capacity of the rangeland resource; gathering basic information for rangeland vegetation programs and monitoring strategies and activity permits for compliance and on-the-ground results; and/or assisting with rangeland improvement projects and maintenance.

For the GS-9 level: Applicants must have one year of specialized experience equivalent to at least the GS-7 grade level; OR a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

Examples of specialized experience are: Assisting senior specialists in performing scientific and technical analysis and/or providing technical advice concerning rangeland management topics and/or issues; Assisting in performing recurring, well-defined, and moderately difficult range improvement projects such as preparing allotment management plans, locating, designing, and placing fences, signs, cattle guards, determining stocking and rotation schemes and similar projects; and/or Assisting in preparing segments of conventional range use plans under multiple-use sustained yield concepts or developing simple activity plans.

For the GS-11 level: Applicants must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (coursework directly related to position being filled); OR one year of specialized experience equivalent to at least the GS-9 level; OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).

Examples of specialized experience are: Analyzing environmental data and advising on conventional rangeland management issues and projects; exercising independent judgment to perform recurring, well-defined, and moderately difficult range improvement projects such as preparing segments of land use plans under multiple-use sustained yield concepts, designing and implementing plant community changes, developing and implementing prescribed burns, or other initiatives of comparable scope and complexity; and/or preparing segments of conventional rangeland use plans under multiple-use sustained yield concepts or assisting in the development of activity plans that included range and watershed improvement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met as of the date a certificate is issued.

This position is eligible for telework and other flexible work arrangements.
