Duties

Help
  • Serves as the USAFCENT Knowledge Management Officer (KMO).
  • Responsible for establishing, developing, facilitating, implementing and maintaining the USAFCENT KM program policies, procedures, and governance using approved business practices and technologies.
  • Represents the commander on all issues relating to KM with the Combatant Command, Joint Task Force, other Services, and KM leads of other federal, state and local agencies with parallel interests in the mission of USAFCENT.
  • Serves as the principle advisor for the command's Knowledge Management Working Group (KMWG).
  • Plans and directs all activities of the USAFCENT's Knowledge Management Cell. Supervises, leads, coaches, teaches, advises and counsels a highly technical and diverse KM staff regarding policies, procedures, and directives.

  • This is a Centrally Managed Position in Communication and Information (CI)/Cyber CF Management Program (CICFMP) Career Field.
  • This is a Term position NTE 6 years; the individual selected for this position may be extended without further competition.

Qualifications

QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Standards for General Schedule Positions, Group Coverage Qualifications Standards for Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge of Department of Defense (DoD), Joint, and knowledge management theories, concepts, processes, best practices, and use of foundational technologies.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Comprehensive knowledge of strategic and operational KM concepts, principles, and best practices involved in the development of organizational programs and processes, information technology, incorporation of change management into KM activities, and the ability to apply a variety of qualitative and quantitative methods and techniques for the assessment, validation, and improvement of USAFCENT processes and mission effectiveness.
2. Thorough knowledge and skill in applying analytical and evaluative methodologies and techniques in order to assess USAFCENT knowledge management requirements that support accomplishing the command's strategic and operational mission goals and objectives.
3. A working knowledge of AF/joint operational planning process, USAFCENT structure, mission, objectives, and organizational functions to effectively implement and maintain KM policies, procedures, and governance in order to optimize KM processes.
4. Ability to communicate effectively using various communication media to communicate process improvement, change management, KM, innovation cultivation, information technologies and collaborative lesson learned concepts, processes, and procedures to establish, implement, and maintain proactive KM.
5. Skill and ability to establish goals and assess progress towards their achievement; develop concrete action plans to solve problems; adjust work objectives to meet changing programs, and negotiate effectively with management to implement recommendations.
6. Ability to recognize and analyze complex issues associated with command or organizational policy development, conduct research, summarize results, and make appropriate recommendations.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
