INTRODUCTION
This position is located in the Fleet & Family Readiness (FFR) Program, within the Commander, Navy Region Hawaii (CNRH). The purpose of this position is to design and produce various forms of marketing material to promote FFR facilities, programs and events.

MAJOR DUTIES AND RESPONSIBILITIES
Monitors and maintains workload schedule and assures deadlines are being met.
Evaluates production time to assure an efficient and cost-effective operation.
Fulfills all responsibilities of a graphic artist, including, but not limited to the following:
Designs and produces finished graphic material and projects used to promote all aspects of FFR operations, activities, events, and facilities from verbal and written communications. Projects include magazines, brochures, posters, flyers, menus, logos, letterhead, tickets, table tents, forms, business cards, video production, photo editing, electronic marquee notices, social media visuals, and editing/updating the FFR web page, et al. Photography and videography may be required at activities and events. Majority of work is computer-generated.
Communicates regularly with FFR customers and Marketing staff to ensure draft work receives approval of the requestor, deadlines are met, and organization goals are accomplished. A basic understanding of the FFR mission and the purpose of various FFR activities are necessary, which may require occasional visits to customer locations and attendance at events.
Communicates regularly with account representatives to coordinate efforts and maintain progress on projects.
Communicates with Lead Visual Information Specialist to discuss project scope and direction.
Keeps Lead Visual Information Specialist informed of project status, workload condition and departmental concerns.
Responds to customer comments and complaints in an effective manner. Complaints not resolved by incumbent will be referred to immediate supervisor.
Exercises tact, diplomacy and courtesy when serving and assisting customers.
Maintains computer files in accordance with department standards for all completed work, including photographs, to assist with development of designs for recurring activities and to display various options the customer can use to describe his/her preferences.
Maintains production and office equipment and supplies as directed.
Suggests repairs as well as supply purchases as needed and warranted.
Assists with marketing plans for special events, scheduled activities, and campaigns to increase patronage and/or revenue.
Works with outside vendors on large projects, and other work not completed in-house. Technical requirements, deadlines and materials must be communicated and sometimes negotiated.
Performs tasks for special events as needed, which may include designing and painting signs, framing and coordinating visual material, backdrop creation, collateral support, and a wide assortment of other tasks.
Drives to facilities and events using a government vehicle in support of Marketing department efforts and clients’ programs.
Performs other duties as assigned.
COMPLEXITY
Designs, prepares and completes a wide variety of materials in support of projects, events and marketing activities. Work requires use of many types of artistic media and complex web and desktop publishing programs. Must keep current with new software programs for use in the design field as well as new press productions and design elements. The work requires making decisions as to which format and/or color treatment to use.
SCOPE AND EFFECT
Responsible for assisting in a comprehensive graphics program to provide support to FFR programs with all publicity, promotions and advertising materials. This program includes the organization website as well as social media outlets. The effects can be significant in terms of desired results such as increases in facility utilization, sales, program usage and visibility.
PERSONAL CONTACTS
Contacts are with personnel from various levels within the FFR Department, the Navy, other military installations and outside vendors and organizations. The highest level of professionalism and customer service must be maintained at all times.
PURPOSE OF CONTACTS
The purpose of contacts is to plan and advise on projects as well as develop relationships with vendors or resources whose service may be utilized by the department.
PHYSICAL DEMANDS
The work requires visual and manual dexterity, and color determination. The work requires physical ability to layout and cut large substrates in place signs. Incumbent must be able to lift 40 lbs. Projects can include physical production of finished pieces that includes, but may not be limited to cutting, folding, collating, assembling, sorting, packaging.
WORK ENVIRONMENT
Work is performed in a normal office setting. Occasional lifting and moving of supplies and/or materials is required.
OTHER REQUIREMENTS
Occasional travel of less than 10% may be required.
On occasion, will be required to work at outside events.
On occasion, will be required to work nights and/or weekends as needed to support mission goals.
Must have or be able to obtain and maintain a valid State's Driver’s license.
Ability to establish and maintain effective communication and relationship with others.
Must be able to communicate clearly and effectively in English both verbally and in writing.
Must meet Federal employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.
KNOWLEDGE REQUIRED BY THE POSITION
Ability to use graphics applications on Apple computer.
Knowledge of complex design software, including but not limited to Adobe Creative Suite or Creative Cloud programs such as Photoshop, Illustrator, InDesign, Acrobat, et al.
Knowledge of and ability to use proper grammar, spelling and standard graphics style.
Ability to conceptualize and recommend advertising methods from written and verbal instructions.
Ability to work in high volume graphics operations to establish priorities and meet deadlines.
Ability to effectively work as a team member with flexibility to work in different positions within the department.
Ability to communicate effectively with others.
Ability to follow written and verbal instructions.
