Duties

Help
  • Manages the Freedom of Information Act (FOIA) and Privacy Act (PA) Programs for HQ NORAD and HQ USNORTHCOM.
  • Serves as Command Privacy Insider Threat Program Officer.
  • Command Mandatory Declassification Review (MDR) Manager: Receives, processes and responds to requests for information under Mandatory Declassifcation Review (MDR).
  • Conducts comprehensive security classification/declassification reviews to identify and handle RD and FRD information before information is released under the FOIA and/or MDR or to prevent automatic declassification under Executive Order 12958.

  • A Top Secret/Special Sensitive clearance is required for this position. The employee is required to possess and maintain a Top Secret/Special Sensitive as a condition of employment.

  • This posn is subject to provisions of the DoD Priority Placement Program
  • This is a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment, the incumbent is to refrain from the use of illegal drugs and if requested, submit to urinalysis testing.
  • KEY position IAW AFI 36-507. Duties of position are essential to the accomplishment of wartime/contingency operations. Incumbent must be removed from military recall status if alternatives for filling position during an emergency are not available.
  • The incumbent may be required to work overtime.
  • Must be able to obtain and retain a Government issued travel card to be used for official business as a condition of employment. Official passport may be required.

Qualifications


SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Specialized experience includes: analyzing and evaluating requests for information from the general public in relation to the Freedom of Information Act (FOIA); providing advice, policy, guidance and interpretation of FOIA and Privacy Act directives and requests and determining releasability or withholding of requested information; and experience deterring, detecting, and mitigating insider threats, including the safeguarding of classified information from exploitation, compromise, or other unauthorized disclosure.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of FOIA and PA Federal Laws, Executive Orders, statutory laws, policies, regulations, and precedents applicable to the administration ofFOIA and PA public programs and directives that govern the release of Federal information to the general public, including foreign nationals and international organizations; of the classification system, original classification authority responsibilities, and the classification/declassification system, including MDR, RD, FRD, and NSI information, principles, and policies.
2. Knowledge of advanced operations management and organizational principles and practices for assessment and improvement of complex records management, FOIA, MDR, and PA management processes and systems.
3. Expert knowledge of DOD, Armed Services, NORAD and USNORTHCOM, and sister Combatant Command structures, missions, functions, goals, and objectives.
4. Skill in planning, organizing, and providing technical direction to FOIA and PA officers within the Commands, subordinate commands, operations centers, and Joint Task Force units. Must possess broad understanding and knowledge of information systems technology (i.e., computer databases and office production software; e.g., Microsoft Word, PowerPoint, Excel, Access, electronic redaction software, Adobe Acrobat, SharePoint).
5. Comprehensive skills to effectively communicate orally and in writing and to present high-quality briefings, lectures, and speeches to high-level audiences on short notice.
6. Ability to compile and report data, use effective, analytical and evaluative measurement methods to accurately assess information and trends, and to make adjustments to programs based on such analysis.
7. Ability to work independently to identify issues relevant to NORAD and USNORTHCOM multiple mission areas.
8. Ability to exercise editorial judgement in combining numerous materials from a variety of sources into an easily comprehensible form; to develop and lead a focused intra- and inter-divisional team to address a myriad of information release issues and their application to requests for agency data and documents.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
