This position is for the provision of an array of Human Resources Assistant functions in the Office of Human Resources of the Management Programs Division of FinCEN. The work involves using automated system applications to conduct human resource functions, including the integrated NFC payroll and personnel system to generate personnel actions; administering and processing benefits elections; utilizing related database systems, and ensuring that OPFs and staffing records are maintained appropriately.

Help

This is a non-sensitive position designated as high risk public trust, favorable adjudication of a Tier 4 investigation is required. Failure to successfully meet these requirements will be grounds for termination. Continued employment with FinCEN is contingent upon satisfactory completion of the Tier 4 level background investigation, the results of which fully meet the FinCEN's special employment criteria. All employees are subject to satisfactory completion of periodic reinvestigation and a continuing life style in conformity with applicable national and FinCEN directives. Any unfavorable information developed during an investigation or other official inquiry may result in termination of employment in accordance with established security policies and procedures.

The following are the duties of this position at the GS-08. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Inputting, editing, and updating HR information into the integrated National Finance Center payroll and personnel system. Identifying and resolving issues concerning personnel and payroll data, including special pay and benefits entitlements and withholdings;
  • Utilizing automated systems used to generate staffing, processing, and related products. Serving as an interface for HR Specialists to fully utilize the capacity of such systems to obtain and input products and data;
  • Serving as a source of information to FinCEN users concerning HR data about personnel actions in process, exercising extreme care and discretion in divulging information. Providing employee-specific data about such things as within-grade-increase eligibility, probationary periods, benefits eligibility, leave administration, retirement eligibility, and other HR activities;
  • Briefing new employees on organizational and personal matters, including benefits options, tax requirements, and transportation subsidies.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience for the GS-07: You must have one year (52 weeks) of experience at the GS-06 level or equivalent that is directly related to the position, and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as:

  • Using automated system applications to process payroll and personnel actions, as well as identifying and resolving issues with personnel and payroll data; and
  • Developing and maintaining official personnel folders in accordance with regulatory guidance; and
  • Following standard procedures and policies to process human resources functions.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-07, you must have been at the GS-06 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.
