GSA has an opening for a General Attorney in the Office of General Counsel, Personal Property Division, located in Washington, DC. The primary responsibilities of the position are to provide legal counsel to GSA's Federal Acquisition Service (FAS), Office of Assisted Acquisition Service (AAS), which can include representing GSA in bid protests or contract disputes, and other legal services as required. The Office of General Counsel is responsible for providing sound and timely legal advice and representation to GSA clients. OGC carries out all of GSA's legal activities with the exception of counsel to the Office of Inspector General and the Civilian Board of Contract Appeals.

MAJOR DUTIES:
Provide legal counsel on Government contracts, including transactional matters, contract claims and disputes, as well as a variety of Government contract related subjects such as acquisition policy, information technology and professional services, and litigating bid protests and contract appeals. Incumbent provides counsel on contract formation, administration, and termination for various acquisitions and performs legal research, conducts analyses, and prepares legal opinions on novel and complex legal issues. Reviews and comments on regulations, policies, procedures, orders, and other agency issuances or rulemaking actions, especially those that impact FAS AAS. Represents the agency before the Government Accountability Office (GAO) or Agency Protest Official for protests filed against procurements for which the attorney is assigned counsel. Prepares or presents the agency position in appeals before the Civilian Board of Contract Appeals (CBCA), including pleadings, discovery, and recommendations for settlement when appropriate. Provides litigation support to the Department of Justice in protests and claims in Federal court.

The GS-14 salary range starts at $114,590.00 per year.
If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify, you must possess all the following:

Additionally, knowledge of and/or experience in the areas of Small Business Innovation Research (SBIR) and Commercial Solutions Opening (CSO) would be beneficial, but are not required.
