The incumbent will serve as the Mission Support Director of Operations Support (OS) and will provide strategic analysis of organizational needs as well as the design, implementation and evaluation of programs to support the adoption of programmatic and operational best practices across Operations Support.

This position starts at a salary of $134,789 (GS-15, Step 1) to $164,200 (GS-15, Step 10) with promotion potential to $164,200 (GS-15, Step 10).

As a Supervisory Management and Program Analyst in a high-visibility, fast-paced office, you will be responsible for directing, implementing, coordinating, and overseeing a major department-wide mission or administrative program requiring application of a wide range of qualitative systems and management support principles, processes and systems.

  • Assessing the organizational landscape and providing recommendations to systematically and consistently align with the CBP strategy
  • Working with the Senior Executive Team (SES and GS-15s) and staff to develop goals, objectives, performance measures, policies, practices and procedures to enhance organizational performance
  • Planning for implementation of recommendations and aligning resources and processes with OS strategy
  • Addressing OS resource and personnel gaps by developing and implementing a resource optimization strategy
  • Leading the development and implementation of key business and administrative support services such as financial operations, logistics, personnel management, awards and recognition, performance management, training, property management, emergency preparedness and response, and general office governance

Qualifications

You qualify at the GS-15 level if you possess one year of specialized experience at the GS-14 grade level or equivalent that equipped you with the skills needed to perform the job duties.

  • Directing, implementing, coordinating and overseeing a department-wide mission of administrative programs requiring application of qualitative system and management support principles and processes;
  • Evaluating the effectiveness and efficiency of major program operations throughout an organization with a focus on cost-effectiveness, and attainment of goals and objectives;
  • Developing and prescribing procedures and furnishing policy guidance to subordinates.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/06/2018.

Supervisory Probationary Period: You may be required to serve an 18 month probationary period upon appointment and complete a supervisory training course within 12 months of assignment.

Supervisory Training: All newly appointed, GS-15s are required to complete the mandatory CBP Leadership Institute (CBP LI) course. The Office of Training and Development will schedule eligible managers to attend CBP LI within the first 90 days of appointment. All newly appointed, permanent GS-15s shall attain the knowledge, skills, and abilities necessary to successfully perform their responsibilities by completing required leadership training in accordance with CBP Directive 51410-026, Required Leadership Training for New CBP Senior Managers (dated 02/11/2014), and CBP Directive 51410-024, Required Continuous Leader Development for CBP Supervisors (dated 11/17/2013). NOTE: This training may be waived if previously completed.
