The incumbent serves as a Supervisory Management Analyst in the Office of Inspector General (OIG) of the Department of State. OIG has statutory oversight responsibility for the Department of State and the Broadcasting Board of Governors (BBG). This oversight responsibility includes conducting and reporting on audits, inspections, investigations, and special inquiries of all overseas and domestic organizational entities of these organizations.
This position is located in the Office of Audits (AUD). The incumbent is responsible for supervising a number of Auditors and/or Management Analysts in carrying out individual audits that comprise the comprehensive audit program of specific division to which assigned. The incumbent is responsible for the continuing supervision of the Management Analysts and Auditors assigned to the incumbent as members of a team. He/She personally performs work on and in connection with an audit, however, in significant part, the duties performed are those involved in the supervision of a team. Major supervisory duties include activities in:
Developing a detailed audit plan for the audits assigned by the AIG or DAIG.
Carries out a range of supervisory responsibilities to include: interviews candidates for vacancies; sets priorities and deadlines to accomplish work; evaluates and prepares both mid-year progress reviews and annual performance appraisals; hears and resolves routine or minor complaints and refers grievance and more serious complaints to the DAIG or AIG; takes minor disciplinary actions; identifies training and developmental needs; and carries out all Equal Employment Opportunity requirements and policies.
Providing continuous on-site leadership for the conduct of assigned audits and evaluations.
Making on-site decisions to resolve specific problems and issues that may arise.
Ensuring that audits, related system reviews, and internal control assessments are performed with technical proficiency, in a timely manner, and in accordance with applicable professional accounting and audit standards,
Recommending the expansion or conclusion of an audit or evaluation to identify other significant or greater problems.
Reviewing and commenting on work papers and reviewing and editing audit report segments.
Reviewing, editing, and submitting final draft reports.
New supervisors must successfully complete a 1 year probationary period.
Must be able to obtain and maintain a Top Secret security clearance.
U.S. Citizenship is required.

Qualifications
All applicants MUST meet one of the basic qualification requirements described below for this position:
BASIC QUALIFICATION REQUIREMENTS: A. Applicants must have a degree from an accredited college or university in accounting and/or auditing OR a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting and/or auditing. (The 24 semester hours may include up to 6 hours of credit in business law);
OR B. Combination of Education and Experience: Have at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND meet 1, 2 or 3 below:
1. Twenty-four semester hours in accounting or auditing courses. (This can include up to 6 hours of business law.)
2. A certificate as a Certified Public Accountant or a Certified Internal Auditor obtained through a written examination.
3. Have at least 4 years of experience in accounting AND completion of the requirements for a degree that included substantial course work in accounting or auditing, (e.g., 15 semester hours) but that does not fully satisfy the 24-semester-hour requirement described in paragraph A above, AND (a) have successfully worked at the full-performance level in accounting, auditing, or a related field, (e.g., valuation engineering or financial institution examining); AND (b) a panel of at least two higher level professional accountants or auditors determined that I have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A above; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, my education, training, and experience fully meet the specified requirements.
IN ADDITION to meeting one of the basic qualifications requirements listed above, the applicant MUST have at least one year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-14 level in the Federal service.
Qualifying specialized experience must demonstrate the following:
Experience developing, planning, implementing, and conducting audits and evaluations with primary emphasis on management evaluations, and programs and activities.
Experience ensuring that auditing products are properly developed and documented and are consistent with guidelines and standards.
Experience reviewing, commenting and editing work papers.
Experience communicating orally with senior level management on coordination of audit and evaluation efforts and to speak for senior level management in conferences and with other Federal agencies management official.
Experience overseeing and directing operational aspect of an office and leading an office staff.
