As a Financial Management Analyst you will perform a wide range of accounting, auditing, budgetary, administrative, and analytical duties in all aspects of formulation, review, presentation, and execution of all budget activities within PBS for BA 53, Rental of Space. This position is located in the Office of the Chief Financial Officer (OCFO), office of Regional Financial Services (BR). This office is responsible for providing budget formulation and execution, analytics, and financial management support services to regional PBS customers.

Researches and analyzes a large variety of complex technical data, obtaining information from various sources, working closely with the Divisions where necessary.
Prepares a variety of analytical reports using own initiative. Performs continuous in-depth analyses of all activities to ensure spending levels remain within acceptable margins and program requirements.
Presents findings to program managers to assist them in managing their PBS business line operations. Identifies actual or potential problem areas, trends, significant accomplishments and deficiencies.
Monitors program performance against planned targets; identifying problem areas, recommending remedies and taking action to correct deficiencies.
Monitors the use and rate of expenditures of funds through continuing dialogue with program officials and their staff.
Develops ways of gathering additional statistical information that would enable managers to better gauge program accomplishments and deficiencies to include Performance Measures.
Plans, develops and evaluates effectiveness of regional PBS personnel and resource management programs, recommending changes to ensure effectiveness.

The GS-12 base salary range starts at $63,600.00 per year. (Salary will be adjusted to reflect duty location once selected).
To qualify, you must have at least one year of specialized experience that is equivalent in difficulty and complexity to the GS-11 in the Federal service. Specialized experience is experience that demonstrated knowledge and understanding of financial and accounting practices and procedures and the ability to utilize automation tools in accomplishing the work. Such experience could have been gained in performing the following: rate development; budget formulation and execution; preparation of income and expenses analysis; preparing monthly financial statements utilizing accrual-based accounting; communicating financial data to program managers, working with program officials to understand and implement capital planning requirements; special financial and accounting projects; performing comprehensive financial audits of organizations; utilizing financial programs on personal computer to manipulate, arrange and expedite data; and writing policies procedures, guidelines and referral papers on financial and accounting matters.
