Provides leadership, expert assistance and authoritative advice on interpretation of governing policy in the designated program area. Researches the most sensitive, complex or otherwise controversial issues, utilizing all resources available. In those cases where existing agency policy does not cover the problem or issue under review, incumbent consults references such as United States Code and the code of Federal Regulations, Comptroller General and GAO audit decisions, and other legal precedents available; interprets these legal sources, and develops definitive policy recommendations based on extensive analysis. Findings and recommendations ensure that agency policy remains in conformance with ongoing governmental, Presidential and/or Congressional initiatives.

The GS-14 salary range starts at $ 114,590.00 per year.
SPECIALIZED EXPERIENCE:
Specialized experience is one year of experience equivalent to the GS-13 in the Federal service. Specialized experience is establishing and maintaining effective relationships with a wide range of customers and stakeholders at all levels, as well as representatives of the media; experience facilitating stakeholder meetings; creating and presenting briefing materials; writing articles for publication, fact sheets, and position papers; developing communication strategies; and reviewing/editing the work of other associates for content and context. The materials on which the applicant worked must have been disseminated to the general public and audiences who may consider the information controversial in nature.
