As a Supervisory Contract Specialist, you will be responsible for the management, planning, coordination, and successful execution of acquisition activities undertaken by the Division.
As a Supervisory Contract Specialist, , the incumbent serves as a Supervisory Contract Specialist with an unlimited Contracting Officers Warrant for the Pacific Rim Region (Region 9), Federal Acquisition Service (FAS), Contracting Division (CD). Under the broad, administrative direction of the CD Director and with wide latitude for the exercise of independent judgement, performs complex, sensitive, high level work characterized by an exceptional degree of difficulty and responsibility.

Supervisory Contract Management and Oversight: Plans, manages, oversees and directs the full range of Contracts and Acquisitions work activities within the branch. Provides oversight and guidance of a professional staff, who perform complex technical and analytical procurement work in support of the region and client agency contracting activities.
Provides expert guidance regarding: the interpretation and application of agency and/or Government acquisition regulations regarding the full range of contracting functions as well as the application and interpretation of agency policies, guides and legal precedents.
Strategic Planning: Participates with higher level management in formulating long-range plans for the organization. Provides input and recommendations concerning ongoing procurement projects, significant cost issues and overall programming concerns. Provides input on significant trends, recurring problems and recommended or proven solutions for projects. Prepares program and cost information required for the annual budget for the branch.
Analysis and Evaluation: Monitors Branch program measures and results. Participates in the development of work measurement systems on a regional level and as requested, communicates procurement initiatives and goals and performance standards to individual employees.
Reviews reports for accuracy of input to all electronic systems. Capable of mining data from such systems for organizational reports.
Confers with the Division Director and others to evaluate plans and problems regarding acquisition management programs and projects.

Applicants must meet the requirements set forth in 1, 2, or 3 below:
Specialized experience for the GS-14 is: one year of experience equivalent to the GS-13 in the Federal service.
Specialized experience is defined as experience performing complex (high-risk, difficult to define specifications, restricted/limited market competition and spend in a number of categories) contracting assignments procuring supplies and/or services using the full range of contracting methods, contract vehicles and types. Procurement of these supplies and/or services at this level include:
◦Determining the method of procurement and the contract type (such as fixed price, fixed price economic price adjustment, various cost type contracts, requirements contracts, performance based acquisitions, and multiple award schedules;) and developing an acquisition plan
◦Preparing determinations and findings and solicitation documents;
◦Performing detailed analyses of all elements of cost in contractor proposals, and making competitive range determinations;
◦Planning the negotiating strategy, coordinating strategy with negotiating team, and leading negotiations;
◦Developing pre-negotiation positions, determining negotiation strategies, and preparing justifications
◦Preparing initial agency position on protests from unsuccessful bidders and recommending a decision on claims arising under a contract;
◦Responding to and resolving acquisition questions/issues that require research to provide recommendations/responses;
◦Analyzing complex contracting issues and identifying alternative courses of action.
