Help

This position is assigned to the State Public Affairs Staff Natural Conservation Service (NRCS), U.S. Department of Agriculture (USDA), in South Dakota. The function of the organization is to develop and implement sound natural resource development protection policies and protection for the state. The primary purpose of this position is to carry out the information and stratigic marketing programs with the emphasis in outreach for NRCS.

  • Provides guidance in the development and implementation of plans that enable state and field office staff to market natural resources conservation services and product to selected target audiences; and identifies target audiences and determines appropriate marketing tools for each audience.
  • Develops and implements a state outreach plan to provide guidance and recommendations on planning and implementation of resource management systems for Limited Resource Farmers. Beginning Farmers, and other underserved, non-traditional, and socially disadvantaged farmers and ranchers using a strategic approach.
  • Identifies and assists with the planning, design, and preparation of effective
    exhibits, posters, and other visual material for display at meetings and other public forums; and identifies and assists with the planning, design, and preparation of effective outreach materials including factsheets, postcards, flyers, mailers, and other visual materials for identified target audiences.
  • Establishes and maintains positive working relationships with other federal, state, and local agencies, and private organizations on resource issues relating to underserved audiences.

Qualifications

All applicants must meet all qualifications such as the education requirement and the specialized experience requirements listed below by the closing date of the announcement.  

Specialized Experience Requirement for the GS-11 grade level:

To qualify for the GS-11 level; applicants must have at least one (1) year of specialized experience equivalent to at least the GS-9 grade level in the federal service which is in or directly related to the line of work of the position to be filled. This experience is defined as experience, related experience include knowledge of the principles and methods of written and oral communication in conducting a public affairs program involving public information, internal information, and community relations activities for internal and external audiences.

Examples of specialized experience include:

  • Experience that included knowlede of the principles and methods of written and oral communicaiton in conducting a public affairs program involving public informaiton, internal information, and community relations activities for internal and exteran audiences.

OR

Substitution of education in lieu of specialized experience for the GS-11 level: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree.

OR

GS-11 COMBINATION: An equivalent combination of specialized experience and education as described for the GS-11 that demonstrates your ability to perform the duties of this position.
