This position will allow you to use your expertise in implementing Customs Trade Partnership Against Terrorist (C-TPAT) policies, and analyzing and resolving difficult security problems affecting international commerce. This position starts at a salary of $92,750 (GS-13, Step 1) to $120,576 (GS-13, Step 10) with promotion potential to $126,062. (GS-13, Step 10). Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, Cargo Conveyance Security, (CTPAT), Miami, FL.

In this Supply Chain Specialist (C-TPAT) position you will become a key team member of Homeland Security professionals implementing polices, and analyzing and resolving difficult security problems affecting international commerce. Typical work assignments include:

  • Implementing C-TPAT policies and ensuring laws, regulations, security measures, and C-TPAT guidelines are followed
  • Providing guidance, training, and direction to importers, carriers, brokers, government officials and other members of the trade community in regard to C-TPAT program objectives, goals, and policies
  • Assisting members of the trade in developing security measures to meet the requirements of the C-TPAT program and guiding potential C-TPAT participants through the application process
  • Monitoring and conducting evaluations of C-TPAT partners' security programs to assure agreements and requirements are followed
  • Reviewing security measures, identifying deficiencies, and recommending corrective actions to trade members for implementation

Qualifications

GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience that includes serving as a technical expert regarding the import/export of merchandise; explaining and resolving complex or controversial importing/exporting issues; conducting in-depth studies and analyzing trade programs/agreements to improve their efficiency and effectiveness; and providing technical guidance on policies and programs relating to the entry, physical examination, and clearance of cargo and conveyances.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must:

  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 07/06/2018.
