Provides expert technical solutions, advice, guidance, and recommendations to top management officials and other technical specialists using Agile Development, some of which are critical in nature and essential to the accomplishment of the client agency’s mission. Provides senior project management to the specification, design, development and implementation of all IAE specific business application enhancements and maintenance. Works with the development contractor and GSA IT IAE Division Office of the CIO technical team to clarify existing system functionality and understand impacts as needed to ensure business requirements are met.

SPECIALIZED EXPERIENCE:
In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-14 in the Federal service.
Specialized experience is leading or managing projects for government-wide eGov IT applications or other government-wide IT applications. This experience must include creating and negotiating IT project plans; developing technical and functional requirements for eGov IT applications; leading government-wide IT functional groups and meeting and collaborating with partner agencies, specifically the Office of Federal Procurement Policy (OFPP), the Office of Management & Budget (OMB), and councils, specifically the Chief Acquisition Officer Council (CAOC) and its Acquisition Committee for eGovernment (ACE) subcommittee to develop eGov IT objectives/direction and guidance. You must have provided guidance and oversight to team members for defining functional user requirements for at least one of the government-wide award IT systems managed by the, including System for Award management (SAM), Federal Business Opportunities (FBO), electronic Subcontracting Report System (eSRS), Federal Funding Accountability and Transparency Act (FFATA), Sub-award Report System (FSRS), Catalog of Federal Domestic Assistance (CFDA), USA eSpending, Federal Procurement Data System (FPDS), Wage Determination On-Line (WDOL). Contractor Performance Assessment Reporting System (CPARS), Past Performance information Retrieval System (PPIRS) and Federal Awardee Performance and Integrity Information Systems (FAPIIS) and other IT systems deemed required for award management. Such experience must include using Agile development.
