As the PRINCIPAL DEPUTY DIRECTOR, SYSTEMS ENGINEERING DIRECTORATE (SED) you will be responsible for the following:
Substitution of education may not be used in lieu of specialized experience for this grade level.
This is a Critical Acquisition Position (CAP) and has been designated as a Key Leadership Position which carries significant responsibility, primarily involving supervisory or managerial duties in acquisition. A 3-year tenure agreement is required for the position. The incumbent must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements cited below, unless a waiver is granted by the NRO Cadre Senior Acquisition Executive (SAE).
(a) Level III certification in Program Management or Systems Planning, Research,
Development and Engineering (SPRDE) or can be obtained within 24 months.
(b) 10 years of acquisition experience or equivalent, 4 of which were in a CAP or equivalent position.
Position is designated critical-sensitive and incumbent must be able to obtain and retain a TOP SECRET security clearance with access to Sensitive Compartmented Information.
A nondisclosure agreement must be signed.
Employee is subject to initial and periodic Counterintelligence Polygraphs. Familiarity with multiple Intelligence Community agency acquisition regulations and processes is desirable.
The incumbent is required to submit an initial and annual SF-450 (Financial Disclosure) in accordance with the Joint Ethics Regulation.
Education Requirement: A bachelor's degree from an accredited institution is highly desired. An advanced degree in math, science or engineering (or equivalent) in related disciplines is highly desired.
Joint Duty Credit: All Intelligence executive level positions require Joint Duty credit. Only those candidates who meet the Joint Duty Credit requirement will be eligible to compete/be considered for a senior executive position. Employees will receive joint duty credit for almost any rotational assignment to another Intelligence Community (IC) component and may also be eligible to receive credit for service outside the IC (military, other government, or private sector) as long as the assignment was at the Band 3 (GS 11 to GS 13) level or above and it occurred on or after September 11, 2001. An external candidate, if selected, will be required to immediately apply for Joint Duty Credit.
Note: Employees without Joint Duty credit may apply for the position and can be considered. If selected a waiver would be required prior to final appointment. IC seniors without Joint Duty at the same tier level may lateral into the position if selected without requesting a waiver.
-In accordance with the provisions of ICD 601, joint duty assignments will be a prerequisite for promotion to senior civilian rank. 3. Exemplary strategic partnership building skills to forge enduring organizational relationships across the NRO and with executives and technical experts from the DoD, IC, industry, and academia.
4. Expert knowledge in leading and advocating for systems engineering excellence and innovation to advance the state-of-the-art and enable the development, design, operation, and improvement of products and services supporting critical user mission requirements.
5. A strong working knowledge of the DoD and ICs ISR missions/structures, policies, and strategic visions.
