Duties

Help
  • Coordinate the operation and maintenance of the survey control network and is accountable for the accuracy and integrity of the system's products.
  • Serve as Survey Database Manager and develops plans and policy for design and conversion of existing and new data into a database that integrates into District EGIS.
  • Perform necessary traverse closures and adjustments, triangulation, and reduction of topographic and hydrographic survey data.
  • Provide technical surveying interface between field surveying, mapping, and current or planned new technologies.
  • Define survey needs and requirements; searches existing survey records for information pertaining to proposed work, adapt available data to proposed work; provides recommendations as to areas where improved controls or additional data are needed.
  • Leads team engaged in the reviewing, correcting, and adjusting of field surveys.
  • As assigned, provides support and assistance to the Chief, Survey Section, in planning, coordinating, and/accomplishing a variety of projects or studies, and for special or recurring reports or requests for information.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Land Surveyor:

A. Degree: Bachelor's degree (or higher degree) in land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments.
OR
B. Combination of Education and Experience: Courses equivalent to a major in land surveying or civil engineering, as described in paragraph A, plus appropriate experience or additional education.
OR
C. Registration: The basic requirements for this series may be fully satisfied by a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes 1.) Develop plans and policy for design and conversion of existing and new survey data. 2.) Conduct data analysis and recommend process improvements. 3.) Provide advice and guidance on collecting survey data, conducting studies, and/or compiling reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: land surveying; or civil engineering.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
