You will be assigned to the Office of the Associate Administrator for Safety, Office of Technical Oversight, Federal Railroad Administration, and be a headquarters employee assigned to work within one or more FRA Regions supporting the administration and enforcement of Federal safety and health laws and regulations that apply to rail transportation, and federal agencies. You will be supervised by the Executive Staff Director, Office of Technical Oversight and led in daily duties and activities by the Safety and Occupational Health Manger Team Lead.
The ideal candidate for this position is experienced in evaluating compliance with rules and regulations governing railroad employee exposure to various workplace health risks such diesel exhaust, and other harmful contaminants. Other activities include the assessment of compliance with EPA and FRA noise rules, and the use of fall protection for railroad bridge work. The ideal candidate will also be experienced in implementing internal OSHA compliance programs for the FRA employees and support staff; be a professional who is comfortable in a fast-paced work environment and interactions with all levels of leadership; exhibits attention to detail, sound judgment, creativity, discretion, and sensitivity to deadlines, timetables and protocol; has the ability to interpret functional processes, drill down into details, ask relevant questions and create alternative and sometimes complex solutions; collaborates with partners and builds trust in a team environment; possess a strong work ethic, strong logic and reasoning skills; is conscientious, responsive, and comfortable working within a diverse, multicultural, rapidly evolving organization.

The Safety and Occupational Health Manager:
Recommends research to advance the knowledge of the safety and health effects on the performance of railroad employees due to railroad operations. Develops recommendations for criteria to accomplish such research. Conducts technical evaluation of research proposals and evaluates research results.
Develops measurement, inspection and enforcement policy and procedural manuals pertaining to principles of railroad occupational safety and health.
Reviews and performs technical analysis and develops recommendations in support of regulatory and waiver proceedings involving railroad occupational and environmental safety.
Prepares Congressional reports, briefing materials and correspondence related to railroad occupational and environmental safety.
As a health and safety subject matter expert, provides training and presentations to students attending Industrial Hygiene training at Technical Training Standards Division (TTSD). Additionally, provides the Noise Team and Steam Boiler Entry Team training, equipment and support. Also provides health and safety subject matter expertise to the Forensic Passenger Investigation team for accident investigations.

EDUCATION/EXPERIENCE/CERTIFICATION REQUIREMENTS:
Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

Specialized Experience (for positions above GS-5): Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include:

Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-5. Applicants may also qualify for higher grade levels based on their education and/or experience.
SPECIALIZED EXPERIENCE REQUIREMENTS:
To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
