Summary

The Assistant Inspector General for Audit is responsible for overseeing the Audit Division and audit engagements that involve all DOJ programs and operations. The OIG performs audits at the request of Congress as well as self-initiating engagements in support of the OIG's strategic plan. This position is located within the Audit Division, San Francisco Regional Audit Office (SFRAO).

Additional selections may be made if additional vacancies occur within 90 days of certificate issuance.

Duties

Help

The incumbent serves as a fully functioning member of a review team and participates in the full range of duties to support evaluation engagement execution, including responsibility for engagement stages through design, data collection and analysis, message development, and drafting segments of products that are technically complete and appropriately targeted to the audience. Duties listed are at the highest performance level of this job, but are not limited to:

  • Providing ideas about possible review topics in keeping with the DOJ and the OIG's strategic plan. Participating in the proposal planning and helping to develop the review objectives and the questions that the review is expected to answer. Helping to lay out the framework of the review, such as methodology, time frame, and benefits of the audit to provide higher level managers appropriate logic for authorizing the review.
  • Participating in developing the more detailed review guide, developing the steps for a particular portion of the review. In addition, the employee does survey work, looking at the broad picture to be studied as well as the specifics of the particular program. The Program Analyst determines which issues need further study/research/pursuit. The incumbent also participates in developing the verification guide, including factors such as determining the data that is necessary, where the information may be found, and who needs to be interviewed.
  • Conducting their part of the review by conducting research and interviews, analyzing documentation, coordinating with technical experts where necessary and appropriate, composing work papers and summaries for reviews, performing data analysis, developing finding sheets that clearly identify the logic flow. All information is input into the electronic file system, so that it is available and useful for all members of the team. The incumbent is expected to analyze the information obtained in light of the objectives, standards, laws, rules, and regulations and make recommendations that respond to the detailed questions and overall objectives of the review.
  • Participating in the message meeting and developing key pieces of the report, highlighting the most significant findings and drafting substantial parts of the report, testimonies and briefings as appropriate. Developing fact sheets and questions for the IG.

  • Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade level (or equivalent).

  • You must have a valid Driver's License and be willing to drive to job sites.

Qualifications

Selective Placement Factor

Your resume must display that you have experience conducting performance audits or, alternatively, internal assessments or internal inspections of Department of Justice components or within other federal agencies. Individuals' work on these audits, assessments, or inspections should include reviewing a wide variety of programs, components, accounting systems, internal control programs, activities, and functions; and identifying significant findings, exceptions, or discrepancies.

In addition to the above you must meet the below requirements.

GS-11: Your resume must display that you have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree
OR
Have one year (52 weeks) of specialized experience equivalent to at least the GS 9 level determining issues for further review and study, analyzing documentation, and composing summaries.

GS 12: Your resume must display that you have one year (52 weeks) of specialized experience equivalent to at least the GS 11 level include conducting studies, analyzing findings and making recommendations on program operations; conducting detailed analysis of complex functions and work processes; participating in special studies; supporting the development and evaluation of policies, as well as recommending actions to achieve program objectives and improvements.
