This position is in the Technology Division, Office of Information Security of the Financial Crimes Enforcement Network (FinCEN). Incumbent serves as the IT Program Manager and provides guidance to senior management on IT Infrastructure solutions about Federal legislations, regulations, policies, and practices, related to information systems security. Incumbent is considered an expert in one or more IT specializations, such as Security, Federal Information Security Modernization Act (FISMA); Cyber Threat Intelligence; customer support; systems analysis; Risk Management Framework (RMF); enterprise architecture; and/or policy and planning. Incumbent will present briefings on IT policy initiatives and project status, standards developed and solutions to critical issues and recommendations concerning long-range IT plans to top levels of management and special interest groups.

This position has been designated National Security Level IV, Special Sensitive and requires the incumbent to obtain and maintain eligibility for a Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) access. Applicant must meet and continue to adhere to the requirements of a Tier 5 level background investigation. Failure to successfully meet these requirements will be grounds for termination. Continued employment with FinCEN is contingent upon satisfactory completion of the Tier 5 level background investigation, the results of which fully meet the FinCEN's special employment criteria. All employees are subject to satisfactory completion of periodic reinvestigation and a continuing life style in conformity with applicable national and FinCEN directives. Any unfavorable information developed during an investigation or other official inquiry may result in termination of employment in accordance with established security policies and procedures.

As a IT Project Manager, you will:

  • Serve as an authoritative source to lead project teams of IT staff, business stakeholders, and highly technical contract personnel in coordinating and conducting a variety of complex information technology activities. Communicate project tasks, deadlines and time frames; identify priorities and project/team interdependencies; coordinate assignments; set expectations; provide guidance and training to team members; monitor and report on the status of work;
  • Serve as a source of expertise for planning, developing, and implementing programs to accomplish important mission objectives. Interact with key program management officials to determine the level and nature of functionality required. Interact with senior specialists in the Division to prepare specifications and resource requirements. Develop statements of work to obtain contractor support resources. Participate significantly in the review of contractor proposals; and
  • Deal with key officials both within and outside the organization to gain understanding and support for projects. Serve as a representative of the Division in formal and informal meetings with senior internal officials, including program managers, financial staff, and IT specialists. Represent FinCEN in meetings, conferences, and working groups at the Department level, with officials of other Federal organizations, and with representatives of the private sector, including vendors, contractors and other suppliers, advocating and negotiating on behalf of the Division.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience for the GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service that is directly related to the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position. Specialized experience for this position is defined as:

  • Managing software development and/or software implementation projects.
In addition to meeting specialized experience, applicants must also show proficiency in 1) attention to detail, 2) customer service, 3) oral communication, and 4) problem solving.

CONDITIONS OF EMPLOYMENT:
