You will:
- Work as a technical specialist and senior case manager conducting inspections, investigating cases of violations and preparing enforcement actions. Investigates the most complex cases of violations and prepares enforcement actions, evaluating information gathered as a basis for determining appropriate regulatory action.
- Provide advice and assistance to USEPA HQ, other Regions, and state, local and/or tribal governments on matters relating to the development, execution, and monitoring of adequate environmental protection policies, plans and programs.
- Perform work related to the issuance of injection well permits, land ban exemptions and/or the oversight of state implementation of underground injection control (UIC) programs.
- Analyze scientific and technical environmental issues and/or performs work involving the review and implementation of environmental standards and regulations. Review and implement environmental technical standards, guidelines, policies and formal regulations
Current permanent EPA Region 5 internal employees with competitive status and CTAP eligibles.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.
Physical Scientist (1301): A bachelor’s degree from an accredited or pre-accredited college or university in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics OR a combination of education and experience -- education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
Geologist (1350): A bachelor’s degree from an accredited or pre-accredited college or university in geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography OR a combination of education and experience -- course work as shown above, plus appropriate experience or additional education
Hydrologist (1315): A bachelor’s degree from an accredited or pre-accredited college or university in physical or natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics. Calculus and physics, as described above, are requirements for all grade levels OR a combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.
Environmental Engineer (0819): A bachelor’s degree from an accredited or pre-accredited college or university in Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics OR a combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

You need a degree or combination of education and experience as described below to qualify for this position.
In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as developing enforcement strategies, planning inspections; evaluating facilities to identify and resolve environmental compliance issues; performing technical analyses of injection well operations, including analysis of environmental issues related to injection wells.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
1. Skill in evaluating ground water protection and UIC decisions involving new and/or complex technical methods.
2. Ability to gather, analyze data to prepare documents supporting the proposed regulatory action.
3. Skill in communicating technical information to a wide variety of audiences.
4. Ability to extend, modify approaches, precedents and methods to solve a variety of matters.
5. Skill in applying new developments and theories to complex underground injection control problems.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
