This position is located within the Forest Service, Office of the Chief, International Programs, Disaster Assistance Support Program (DASP). The DASP is a cooperative program between the USDA Forest Service and the Agency for International Development, Office of U.S. Foreign Disaster Assistance (USAID/OFDA). The DASP provides international disaster preparedness and mitigation systems, planning, training, and response support to USAID headquarters and overseas Missions as well as to US Embassies, United Nations agencies, affected countries and cooperating partners. The incumbent of this position serves as a technical expert and resource for Disaster Operations and is responsible for coordinating international humanitarian assistance and/or technical programs for a region, country, or technical area within USAID/OFDA. The working title for this position is Disaster Operations Specialist.

Monitors incipient and current disasters in assigned regions, and responds to disaster declarations from US Ambassadors and Chiefs of Mission worldwide.
Analyzes, formulates, and develops ideas, concepts, and methodologies for new or revised policies, procedures, and systems for designing, implementing and evaluating programs worldwide related to disaster response and humanitarian relief assistance.
Plans and prepares strategies and policy or other documents related to complex program issues for new, substantive agency-wide programs where precedents are scarce or nonexistent.
Leads assessment teams to define strategic plans and/or specific programs and projects. Prepares briefing materials and provides analytical and evaluative materials on sectoral activities and ongoing issues.
Manages development, review, and maintenance of performance monitoring and evaluation systems, and special studies and evaluations. Manages research on strategy, design, and implementation of disaster relief and humanitarian assistance projects and programs.
Identifies concepts and actions that have been proven successful or not, and formulates "lessons learned" to be applied to other humanitarian assistance efforts. Makes recommendations for new programs or in redesigning ongoing ones to ensure that they maximize resources and are effectively targeted.
Prepares annual program budgets for assigned countries, regions or programs in consultation with the US Agency for International Development/Office of Disaster Assistance's (USAID/OFDA) Regional Offices and Technical staff.
Facilitates and monitors humanitarian relief contracts and/or grants related to US Government humanitarian assistance interventions in assigned countries, regions or program areas.
Facilitates technical and programmatic review of grant proposals from Non-Governmental Organizations, and prepares documentation for grant awards.
Supervision Less than 20% - Provides technical and administrative supervision to subordinate employees.

Selective Placement Factor: Must have served as a program manager in the civilian international humanitarian assistance arena and applied the humanitarian principles of humanity, neutrality, impartiality and independence which provide the foundation for humanitarian action in complex international disaster situations worldwide.
Specialized Experience:
For the GS-14 level: Applicants must have one year of specialized experience equivalent to at least the GS-13 grade level. Specialized experience is defined as all of the following: Served as a program manager in the civilian international humanitarian assistance arena, including experience in the areas of grant, contract and/or agreement management for disaster response or recovery interventions in developing countries; AND interagency coordination related to U.S. government humanitarian assistance programs overseas; AND contingency planning, advocacy and coalition building related to humanitarian assistance in complex humanitarian environments overseas.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
