This position is located in the Headquarters Office of the Consumer Product Safety Commission, Directorate for Epidemiology, Division of Hazard & Injury Data Systems, Data Intake and Injury Information Branch (EPDSI). The Division of Hazard & Injury Data Systems is responsible for the management, operations, planning, developing, implementing, evaluating and quality control aspects of the injury data collection programs. The primary functions of the EPDSI branch include: data coding, data entry, and quality control of data residing in CPSC's Risk Management System (CPSRMS) and Public Database including reports of harm submitted by consumers and others, reports from retailers and manufacturers, news reports, medical examiner reports, and death certificates. Additional Branch functions include responding to outside requests for injury statistics and data from CPSC's injury systems, notifying manufacturers, private labelers, and importers of reports of harm received by CPSC which involve their products and providing customer support to users of CPSC's Business Portal.

Help

The incumbent is a Program Analyst in training who is responsible for reviewing incident data to verify the accuracy and completeness of individual incident product and injury coding errors. Researching data coding issues and companies information utilizing a variety of methods. These methods may include: database searches, data analysis, searching reference materials, Internet research and consultation with end users and data entry coders.

The incumbent will gain experience and be able to provide guidance to contractors, answering coding questions and providing feedback when coding problems are detected. Prepare responses to internal and external requests for injury data by conducting database searches to identify responsive records. Write computer programs to generate reports on data and work-flows. Develop explanatory supporting materials to accompany computer generated reports. Advise data requesters on available sources of data and the proper interpretation of results. Utilize knowledge of data collection methodologies, computer programming techniques, and Commission databases to evaluate the quality of the data collection activities of the Division. Recommend improvements to data collection applications. Develop and implement new quality control procedures and programs. Prepare documents and oral presentations to acquaint data users with the limitations and potential uses of Commission data. Explain complex coding issues to Commission staff and contractors.

This is an appointment under the CPSC Recent Graduate program. The program duration is two years. Upon successful completion of the program and at the agency's discretion, the appointee may be converted to a permanent position in the competitive service. Appointee must sign a Participant Agreement. Recent Graduates will enter a formal training program with a mentor and execute an Individual Development Plan outlining training requirements and program expectations. The entire duration of the Recent Graduate Appointment constitutes a trial period.

This is a Public Trust Position. Employment in this position requires a background investigation. If you are selected and cannot obtain a favorable security determination within a reasonable period of time due to disclosed or undisclosed background issues, the tentative employment offer may be withdrawn.

Qualifications

Applicants must meet the following eligibility requirements to participate in this program:

You must have a final cumulative Grade Point Average of at least a 3.0

•Current students may apply up to 90 days prior to graduation date.
•Recent graduates must have completed their degree within the previous two years from a qualifying educational institution.
• Veterans unable to apply within two years of completing their degree, due to military service obligation, have as much as six years after degree completion to apply.
• May submit unofficial transcript(s) with conferred date. Official transcript(s) will be required, if applicant is selected for the position.

In order to be creditable under the provision, superior academic achievement (SAA) must have been gained in a curriculum that is qualifying for the position to be filled.

SAA is based on (1) class standing, (2) grade-point average, or (3) honor society membership. Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Applicants must have a grade-point average of:
•3.0 or higher out of a possible 4.0 as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; OR
•3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.

These honor societies are listed by the Association of College Honor Societies.

Education

Mandatory Basic Education Requirement for all applicants: Applicants must have a bachelor's degree and 1) one full year of graduate level education or 2) superior academic achievement.

The degree must be in the following majors: Data Science, Computer Science, Mathematics, Statistics applied statistics or Economics.
