This position is located in the Office of the Executive Director (OED), Office of the Chief Administrative Services Officer (OCASO), Records and Information Management (RIM). The incumbent will serve as Director, Records and Information Management and report to the Chief Administrative Services Officer.
The FTC enforces Federal consumer protection laws that prevent unfair, deceptive, or fraudulent business practices. It also enforces Federal antitrust laws to ensure that mergers and other business practices do not restrict competition or otherwise harm consumers. The Records and Information Management (RIM) office is tasked with serving all official documents, receiving and processing most filings before the Commission and the Administrative Law Judges, and maintaining the official public record in all FTC matters. In this capacity, the office is responsible for intake and processing of public comments in all FTC rulemaking proceedings and other matters (such as workshops and studies) which solicit public comments, supports the Commission's law enforcement efforts by designing and implementing agency-wide electronic systems for storing and accessing agency documents (LANDOC) and for tracking and managing agency matters (MMS2), forwards to the Federal Register notices for agency actions and publishes volumes of FTC Decisions, maintains most of the Formal Actions section of the agency's website, develops and implements records management/archival policies throughout the agency (including policies on electronic records), stores and retrieves FTC official records both on and off-site, and manages the agency-wide stenographic court reporting contract.

The incumbent works on and supervises a broad range of complex matters which impact substantially all FTC program areas, and serves as primary FTC legal counsel for three functional areas: 1) Rulemaking/Public Comments; 2) Document Processing; and 3) Records Management.
As manager of Rulemaking/Public Comments, the incumbent performs duties such as:
• Solicits and processes all public comments on proposed rules as well as public comments in connection with workshops and studies.
• Works with the Bureaus and other organizations to develop and implement a comment processing system, which enables Bureau staff to receive comments in an efficient and effective manner for review and use in preparing rules and in other projects. Responsible for strategic planning on same.
• Processes both paper and electronic comments and for FTC's participation in interagency groups on rulemaking and public comment processes.
• Serves as COTR on relevant contracts.
• Responsible for the intake and proper service of all filings by complaint and respondent counsel and of Administrative Law Judge and Commission orders in adjudicative matters.
• Strategically plans in order to identify and implement additional efficiencies in document processing including in electronic systems.
• Prepares documents for placement on the public record and for overall FTC records management.
• Issues new policies and procedures, staff training, oversight of reduction of records backlogs (paper and electronic), updating of records retention schedules and improving electronic systems for records management.
• Conducts strategic planning in records management.
• Identifies and analyzes the legal issues which arise in the areas managed, the development of the strategy for dealing with those issues, and the content and means of delivery of the completed analysis to senior managers and others throughout the agency.
Typically, the incumbent deals with senior Bureau or Agency management as well as the senior management and/or attorneys of other private and public organizations. The incumbent may independently decide a broad array of project management issues, as well as legal issues involving procedural and substantive aspects of the law relevant to the managed areas-including the FTC Act, FTC Rules of Practice, Administrative Procedure Act, and the E-government Act (seeking input as appropriate from the Office of the General Counsel and others).
• Coordinates and directs agency-wide projects where program and legal knowledge are key, prepares/helps prepare significant documents for internal and/or external use (e.g., testimony, reports), and works on or oversees a broad range of matters within the various FTC program areas as assigned.
• Applies reference and access policies and procedures, including safeguards to protect privacy, procurement and other controlled unclassified information (CUI). Leads NARA's CUI rule implementation in coordination with the Privacy Office, the Office of the Chief Information Officer, and other FTC stakeholders.
• Oversees the FTC's library program and works with FTC stakeholders to ensure successful implementation of a modern hybrid digital and physical library.
As a supervisor, the incumbent will spend at least 25% of the time performing the following full range of supervisory duties:
• Plans work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work;
• Manages staff and contractors in all of these areas, organizing group structure and assigning work to achieve efficient performance, motivating staff, recognizing achievement and counseling staff when needed;
• Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees;
• Evaluates work performance of subordinates; Give advice, counsel, or instruction to employees on both work and administrative matters;
• Interviews candidates for positions in the unit; recommend appointment, promotion, or reassignment to such positions;
• Hear and resolve complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager; Effect minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases;
• Identifies developmental and training needs of employees, providing or arranging for needed development and training; Find ways to improve production or increase the quality of the work directed;
• Develops performance standards and supervise, develop and evaluate the performance of assigned staff.
