ABOUT THE POSITION
This position serves as the Director, Office of Clinical and Preventive Services of the Indian Health Service, a component of HHS, and is located in Rockville, MD. Serves as a member of the senior management team and has managerial and oversight responsibilities for the effective use of office staff and resources in meeting organization goals and objectives. They serve as the principal advisor to the Chief Medical Officer (CMO), IHS and as the primary source of national advocacy, development, budget-development and allocation for clinical, preventive, and public health programs for the IHS. Responsibility for the IHS patient care policy and program development, implementation, monitoring and evaluation through several broad functional activities provided by five divisions to include Behavioral Health, Clinical and Community Services, Nursing Services, Oral Health, and Diabetes Treatment and Prevention. He/She serves as advisor to the CMO, IHS on health care issues, policies and programs. Provides leadership and direction for the OCPS and is responsible for the determination, development, promulgation, and evaluation of policies and procedures for IHS health care service delivery programs. Provides guidance to IHS Area Offices and Area CMOs, who execute the program's health care responsibilities in the field. Accomplishes, through Area Offices, the development, direction, and attainment of program goals and objectives for health care and health related programs of the IHS by: (1) maximizing the efficiency and effectiveness of the delivery of health services; (2) coordinating technical assistance and consultation within the IHS and to the Tribes in health management and health delivery systems; (3) coordinating the development of program strategies and directions; (4) assessing, assuring and improving the quality of health care provided by the IHS; and (5) coordinating resource allocations to meet health care needs. Incumbent carries out these functions in a manner that furthers the objectives of the Administration and satisfies the requirements of the statutes, policies, and regulations pertaining to IHS health care delivery programs. Develops justification for the majority of the IHS budget.

Qualifications

All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications (ECQs), and the Professional/Technical Qualifications (PTQs), listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results.

IF SELECTED, you will be required to complete an ECQ package by drafting narratives for each of the ECQs and be certified by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you WILL NOT need to draft the ECQs.

Professional/Technical Qualifications (PTQs):
This position also requires that you possess PTQs that represent knowledge, skills, and abilities essential for success in this role. The following PTQs must be evident in your resume.
  1. Demonstrated substantial knowledge of the Indian Health Care Improvement Act, the Indian Self-Determination Act, as well as Federal Health Care Delivery Systems including the Indian Health Service system (federal, tribal, and urban).
  2. Demonstrated experience evaluating policy options, forecasting coast, benefits, and long-term results.
  3. Demonstrated experience and ability in the formulating, implementing, and evaluating high-impact policies, programs, and projects advising the senior executive of a large organization on the options for resolving problems caused by existing or proposed policies or conditions.
  4. Demonstrated experience and working knowledge of disseminating information to customers and the general public, including Tribal Governments, Tribal organizations and Indian community organizations.
  5. Demonstrated progressive experience in effectively managing a comprehensive and complex interdisciplinary health program targeted to serve American Indians and Alaska Natives.

Education

Basic Requirements

Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association (external link); Association of American Medical Colleges (external link); Liaison Committee on Medical Education (external link); Commission on Osteopathic College Accreditation of the American Osteopathic Association (external link), or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.

Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (external link), a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.

Licensure

For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Salary for Senior Executive Service positions varies depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance based pay adjustments.

Probationary Period
Selectee must serve a one-year probationary period unless s/he previously completed one year the Senior Executive Service.

Standards of Conduct/Financial Disclosure
HHS inspires public confidence by maintaining high ethical principles, and all Federal Government employees are subject to the conflict of interest statutes and regulations, including the Standards of Ethical Conduct, that govern activities with outside organizations and reporting financial holdings. The Ethics in Government Act, PL 95-521 also requires the applicant selected for this position to submit a Public Financial Disclosure Report, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.

Applicants must provide evidence that they possess substantive experience which has provided knowledge of the principles of organization, management, and administration as well as specialized (managerial/liaison/legislative/communication) experience in the health services work directly related to this position. Applicants must also demonstrate knowledge of the Indian Health Care Improvement Act, the Indian Self-Determination Act, as well as Federal Health Care Delivery Systems including the Indian Health Service system (federal, tribal, and urban). This experience must be evidenced by sophisticated analytical skills, superior written and oral communication skills, good judgment, and experience interacting with government, non-government, and tribal officials. Typically, experience of this nature is gained at or above the GS-15 level in the Federal service, or its equivalent with state or local government, the private sector, and non-governmental or tribal organizations.

To qualify, candidates must have had senior level experience that meets all of the following Mandatory Executive Core Qualifications (ECQs) and Professional Technical Qualifications. The experience must have been at a sufficiently high level of difficulty to clearly show that the applicant possesses the knowledge, skills and abilities to perform the duties of this position.
