The Office of Inspector General (OIG), Office of Investigations (OI) is seeking a highly skilled and motivated person to serve as an Operations Officer. The incumbent is responsible for the coordination and review of regional workload performance and liaison/operational contacts at the headquarters level for an assigned group of investigative offices located at various sites across the country. Duties of the incumbent include providing direction and guidance regarding investigative procedures, techniques, and methods to be used in the conduct of investigations. Tracking the status of ongoing regional investigations. Receiving, reviewing, and ensuring proper dissemination of investigative documents submitted by the region requiring headquarters approval. Assisting in the establishment of investigative goals and objectives. Performing management reviews and preparing regional performance reports to assess adequacy of resources, timeliness of investigations, and results obtained. Coordinating and/or conducting multi-regional or highly sensitive investigations where expediency of completion or direct headquarters involvement may be necessary. Developing new policies and directives, ensuring operational compliance with Federal laws, rules and regulations. Engaging in discussions with OI leadership to determine the need for new or revised policies. Preparing the issuance of new or enhanced investigative policies, procedures, and guidance material to support investigative and administrative operations. Coordinating and developing OI input to budget formulation and justification documents for submission to the Department, Office of Management and Budget, and Congress. Monitoring OI’s expenditure of funds. Providing oral and written briefings to senior OIG management on specific investigations and investigative operations. Testifying as a Government witness in court or other legal/administrative proceedings.

You must meet all qualification and eligibility requirements by the closing date of the announcement. Time-in-grade restrictions must be met by the closing date of this announcement. Applicants must have at least 52 weeks of service equivalent to the next lower grade level in the normal line of progression for the position. Appointment to this position may be subject to successful completion of a 1-year probationary period. The minimum age for initial appointment to a law enforcement position is 21, and the maximum age is 37. The position requires successful completion of a pre-employment physical. Candidates must meet the medical requirement and physical standards approved for DOE criminal investigators. Upon reporting, and on an annual basis thereafter, you may be required to file a financial statement and/or a procurement integrity certification. These certifications may be subject to public disclosure. The selectee must have and maintain a driver’s license in their State of residence. This position requires a security clearance and is subject to drug testing. The selectee must test negative prior to being appointed to this position and will be subject to random testing thereafter. Failure to pass subsequent tests could result in disciplinary action, up to and including removal from the Federal service. The selectee must successfully complete the 10-week Federal Law Enforcement Training Center's Basic Criminal Investigator Training Program in Glynco, GA. Applicants who have previously completed the training program are exempt. This position is covered under the provisions of the Lautenberg Amendment "Suitability to Possess Firearms and Ammunition." This position requires that the selectee successfully and safely qualify with a firearm; failure to do so may result in removal from the position. Criminal Investigators are subject to frequent travel and may be reassigned to a different duty location throughout the U.S. dependent upon program needs. A signed mobility agreement is required. Criminal Investigators must be prepared to work overtime based on the needs of the agency. Law Enforcement Availability Pay (LEAP): LEAP is approved for this position to compensate employees for unscheduled duty in excess of the 40-hour workweek.

Qualifications

Applicants must have at least 1 year of specialized experience equivalent to the next lower grade level. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position being filled. To qualify for the GS-14 grade level, applicants must possess one (1) year of specialized experience equivalent to at least the GS-13 grade level. Examples of specialized experience include experience providing direction and guidance on investigations, performing initial review of regional reports, and participating in the development of investigative operating manual, directives and strategies.

The successful candidate for this position will possess the following KSAs/competencies: (Applicants need not prepare written responses to these KSAs, unless asked in the online application.)

1. Ability to plan, conduct, direct, and coordinate complex investigations of criminal, civil, and administrative wrongdoing.

2. Ability to provide technical direction and advice to other agents on investigative matters and operations and to provide expert advice to senior management.

3. Ability to prepare or review written products relating to cases and investigative operations and programs for thoroughness, accuracy, completeness, and timeliness.

4. Skill in oral communications as it relates to complex and sensitive matters and organizational operations and programs.

5. Ability to interact with internal and external customers to build coalitions and liaison networks that support and advance the mission of a law enforcement office.
