Summary

This position is located in the Agricultural Research Service (ARS), Coastal Plains Soil Water and Plant Research Center, in Florence, SC.

As Administrative Officer for the assigned location or clustered locations, the incumbent provides leadership in the management of business functions in support of research programs at the location. The incumbent works closely with the location’s management team to efficiently and effectively carry out all administrative operations. Such functions include management advisory services, budget, human resources, agreements, purchasing and contracting, safety, and facilities.

Help

Major Duties may include, but are not limited to:

  • Financial management: manages all phases of budget formulation, execution, and administration to include: monitoring and reallocating funds.
  • Perform cost determinations for use in negotiation of such items as overhead charges, use of facilities, personnel to be furnished, and means of compensation.
  • Advise management officials regarding procedures, laws, regulations, and policies dealing with workforce diversity, recruitment, promotion, employee and labor relations, career development, training, and other human resources related activities.
  • Prepare administrative policy statements, standard operating procedures, and other guidance.
  • Review current procedures for internal processing of administrative work, and recommends improvements to work flow and efficiency of operations.

At the GS-09:

Qualifying experience for GS- 09 includes one year of specialized experience comparable to GS- 07 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience providing support to administrative operations that include: financial
management, facilities management, human resources management and procurement. Such experience must have included assisting with
managing budget formulation, execution, and administration; preparing reports, administrative policy statements and procurement cost analysis; and informing employees of human resources rules, policies, regulations, and procedures.

OR

Education:
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. Related degrees may include Business, Business Management, and Business Administration.

OR

A combination of education and experience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
