Summary

The incumbent of this position serves as the Director of the Office of Communications. The Office of Communications is responsible for leading and executing FE’s internal and external communications strategy for the Office of Fossil Energy (FE). The Director is responsible for managing and implementing an external outreach program for the Office of Fossil Energy and has full responsibility for planning, coordinating, and executing efforts to inform and educate the general public, business and industrial organizations, and other specialized audiences about Fossil Energy programs, activities, and opportunities for collaboration and technology transfer.

Help

As the Supervisory Public Affairs Specialist you will:

  • Serve as the Director of Communications with responsibility for public information activities, external affairs, congressional notifications, stakeholder and institutional relations; development of public presentation materials, and speechwriting.
  • Develop strategies and program plans to establish an effective liaison with both general and specialized audiences, including business and industrial groups, the U.S. Congress, news media, consumer organizations, state and local governments, and the general public.
  • Direct the design, execution, coordination and evaluation of overall policies, methods, techniques, plans and programs that allow FE to create and take advantage of opportunities to promote the use of fossil energy technologies.
  • Prepare or direct the development of speeches, news releases, scripts, exhibit texts, pamphlets, magazine articles, background and policy papers or other materials and communications tools to assure they adhere to strict standards for public distribution.
  • Direct, manage and supervise communications staff, including developing employee performance plans, appraising employees, approving leave and certifying time and attendance, identifying training and development needs, resolving grievances and other workplace problems.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS:

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:

  • Leading a communications function that includes public information activities, external affairs, congressional notifications, stakeholder and institutional relations, technology/technical information dissemination and speech writing. This involves utilizing public relations tools and methodologies to promote new technologies and establishing effective relationships with Congress, media, state and local governments, and the general public.

3. Ability to prepare speeches, briefing papers, and talking points on program responsibility.
4. Ability to provide leadership, staff coordination, oversight, guidance, direction and evaluation of communication employees; ability to plan, manage, and make decisions and/or recommendations that significantly affect the content, interpretation, and/or development of complex, long-range, and interrelated policies/programs concerning the management of public affairs matters.

Education

EDUCATION:

There is no educational substitution for the qualification requirements for the Supervisory Public Affairs Specialist, GS-1035-15 position - applicants must demonstrate within their resume that they have at least 1 year of Specialized Experience as described under the Qualifications section that is equivalent to at least the next lower grade (GS-14).

Education must be obtained from an accredited institution recognized by the U.S. Department of Education.

You will be evaluated for this job based on how well you meet the qualifications above.
