Summary

The men and women of the U.S. Department of State, Office of Inspector General with their skills, character and commitment to public service, provide critical oversight to ensure the Department of State and the Broadcasting Board of Governors perform their foreign policy/diplomatic and international broadcasting missions effectively and efficiently. They work to uphold the Secretary's leadership and management principles.

The incumbent of this position serves as an Inspector in the Management Division of the Office of Inspections (ISP). The Management Division is responsible for independently and objectively conducting inspections and reviews of management functions and related activities that are carried out in domestic facilities and foreign posts, missions, and centers. Management functions include, but are not limited to facility management, financial management, human resources, and general services programs administered by bureaus or operating units of the Department and BBG. All work of the Division is conducted in accordance with the Council of the Inspectors General on Integrity and Efficiency’s (CIGIE) Quality Standards for Inspection and Evaluation.

Help

The incumbent of this position serves as an inspector on an inspection team typically staffed with anywhere from 3 to 12 inspectors. Team size depends on the size of the inspected entity, the nature of the inspection, and resource availability. The incumbent plans and conducts the management portion of inspections for Department and BBG overseas posts and domestic operations and programs. The inspections may involve exceedingly complex, novel, or highly controversial issues and typically include a wide variety of work processes carried out in diverse organizations and geographic locations.

The incumbent must possess the ability to quickly analyze complex, technical, and sensitive issues and make recommendations that affect overall policy and concern substantial activities of Department and BBG programs. Reports prepared by the incumbent rely on their expert knowledge of programs, systems and procedures; contain significant findings; and often serve as the basis for new or modified Department and BBG management policies, procedures, and systems.

Specific responsibilities include:

  • Conducting the pre-inspection preparation and planning, including conducting background reviews, analyzing Department data, and identifying issues to be examined during the inspection.
  • Coordinating and conducting interviews with Department, BBG, and other agency officials to gather information, and reviewing relevant regulations, directives, and policies.
  • Conducting on-site inspection activities including on-site interviews, document reviews, physical assessments, and observation of activities.
  • Assessing findings and supporting data—the problems that have been identified, their causes, their effect on management and operations—and formulating corrective actions to rectify identified deficiencies.
  • Supporting all findings with evidence in accordance with CIGIE Quality Standards for Inspection and Evaluation and maintaining appropriate records and files. Reviewing documentation of other team members, as appropriate.
  • Writing clear and succinct draft reports for team leadership. Ensuring that draft reports include the most important problems and issues along with sound recommendations for improvements.
  • Effectively briefing Department and BBG officials on inspection findings. Maintaining effective relationships when representing ISP and OIG in negotiating with Department and BBG officials for acceptance of the inspection findings and for the resolution of any conflicts.
The incumbent may also work on special projects. Special projects include, but are not limited to preparing responses to inquiries from Congress; reviewing and providing assessments of existing and/or proposed OIG or Departmental policies related to Department and BBG programs and operations; and representing ISP in meetings with other OIG offices, Department and BBG offices, or other groups or professional organizations on matters relating to Department and BBG operations or OIG inspection functions.

  • Must be able to obtain and maintain a Top Secret security clearance.
  • U.S. Citizenship is required.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5CFR 300, Subpart F.

Experience in making oral and written presentations, selling ideas, negotiating points of view and resolving conflicts.

Experience in coordinating the work of others.
