This position is located in the Council of the Inspectors General on Integrity and Efficiency (CIGIE), Office of Chief Information Office (OCIO). CIGIE was statutorily established as an independent entity within the United States executive branch by the Inspector General Reform Act of 2008, to address integrity, economy, and effectiveness issues that transcend individual Government agencies; and increase the professionalism and effectiveness of personnel by developing policies, technical standards, and approaches to aid in the establishment of a well-trained and highly skilled workforce in the offices of the Inspectors General.
Summary
This position is located in the Council of the Inspectors General on Integrity and Efficiency (CIGIE), Office of Chief Information Office (OCIO). Provide oversight, develop and implement the CIGIE IT Security Plan to ensure data security is maintained.
Develop and implements an ongoing risk assessment program targeting information security and privacy matters.
Manage a wide variety of IT projects that may involve interrelated disciplines as identified in the CIGIE's CIO Operating Plan.
Work with CIGIE designated leads and contractors for Federal Information Systems Management Act (FISMA) and Personally Identifiable Information (PII) compliance issues as necessary.
Prepare and submit required reports to internal offices and external agencies.
Coordinate the delivery of a training program on information security for employees and contractors.
Serve as the Contracting Officer's Representative (COR) for assigned contracts.
Responsible for analyzing, justifying, and recommending IT projects, support, or assignments and preparing the appropriate contract documents accordingly.
Manage the Computer Security Incident Reporting (CSIR) Program and PII reporting to address CIGIE security incidents (breaches), loss of equipment with sensitive information, and respond to alleged policy violations or complaints from external parties.
Defend systems against unauthorized access, modification and/or destruction.
Perform vulnerability and networking scanning assessments. Monitor network traffic for unusual activity.
Configure and administer security tools such as firewalls, anti-virus software, patch management systems, etc.
Implement related network security policies, application security, access control and corporate data safeguards.
Analyze and establish security requirements for Agency networks.
Develop, implement and update business continuity and disaster recovery protocols.
Conduct security audits and make policy recommendations.
Experience with various virtualization technologies and multi-tenant, private and hybrid cloud environments.
Lead and contribute to the development, maintenance, and usage of deployment and task automation (OS, database services, virtual networks, or other platform services),
Secure cloud applications and data against theft, loss, or other disasters.
Work with third-party SaaS providers and third-party development partners on integration.
Administer, secure, deploy, update and operate an MDM platform and mobile devices.
Provide technical security advice and perform other duties as assigned.
May be required to complete background investigation and drug screening

Qualifications
GS-14 TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 is required to meet the time-in-grade requirements for the GS-14 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:
Specialized Experience: Must have at least one full-time year (12-months) of specialized experience equivalent to the GS-13 level in the Federal service, with experience in ALL of the following:
Interpreting and applying laws (e.g., FISMA and the Federal Information Security Modernization Act of 2014), regulations, executive orders, and other policies governing information technology and management systems to achieve the mission;
Planning, developing, and implementing enterprise-wide strategies and tactical IT plans, service delivery, and infrastructure administration, modernization programs;
Demonstrate experience in IT networking and security technologies while providing IT services to the organizations internal and external customers;
Reviewing and preparing technical and pricing reports, creating contract clauses, service level agreements, and performing vendor evaluation

This position is open to Competitive Merit Promotion, Non-Competitive, and Special Hiring Authority eligibles. You must meet the requirements for one of the following categories to be eligible.
1. A current permanent competitive service employee; former Federal employee who achieved career status in the competitive service; or former Federal employee who served on a career conditional appointment without achieving career status in the competitive service who was separated less than three years ago. This includes applicants who have not previously held, or currently hold this position and grade with the same promotion potential as announced for this announcement.
