The Regional Commissioner (RC) executes national strategy, runs business operations, and manages federal and contractor personnel and a large annual operating budget within the region. FAS programs are offered to federal agencies on a fee-for-service basis and, therefore, the Regional Commissioner is responsible for establishing accurate business volume projections, requesting and managing resources to achieve business objectives, managing costs, and establishing and meeting net operating result targets. The RC oversees the day-to-day management of acquisition and customer relations for federal, state and local government customers. FAS business lines located in the Region primarily include assisted acquisition services, customer and stakeholder engagement, fleet, and personal property. FAS is a matrix organization, meaning that strategy is centralized, and some of the business lines whose personnel are physically located in the region(s) may report nationally. Increasingly, the RC is accountable for growing the business and customer base in order to realize efficiencies and cost savings for government agencies, while allowing agencies to focus on their core missions. The Regional Commissioner for FAS in Region 9 (The Pacific Rim Region) serves the states and territories of California, Arizona, Nevada, Hawaii, Guam, and American Samoa, as well as the U.S. military in Japan and Korea. The RC manages staff located throughout the identified states, territories and Asia.
The RC provides leadership and direction to the regional personnel, works with FAS business portfolios and integrator offices, other FAS regions, and also collaborates with the regional Public Buildings Service, GSA Office of Human Resources Management, Office of General Council, Office of the Chief Financial Officer, and IT organizations. The RC serves as a change management agent and leader, who is accountable for maintaining an effective outcome-oriented workplace, a sustainable workplace (where people want to work), and an organization that engages and inspires its employees; the RC establishes and maintains a collaborative culture in which business lines work together to meet customer requirements, while encouraging FAS employees to use their own and the organization's collective expertise to create customer-centric solutions.
Further, the Regional Commissioner:
Is responsible for positive customer experiences, successful business outcomes, and fostering a culture of innovation and excellence among regional staff.
Serves with other FAS RCs and Assistant Commissioners on the FAS Leadership Council to develop and implement business strategy, set the organization’s vision and monitor progress on achieving goals, and is expected to participate in, and occasionally lead, national programs or initiatives.
Leads and serves as the accountable executive for the planning, development, implementation, and administration of critical FAS initiatives for the region. Specifically, Region 9 houses a large assisted acquisitions group and a network of customer service directors.
Using a metrics-driven approach to management, applies national business measures for regional programs and sets additional specific regional goals and holds the region accountable for adherence to Federal laws, regulations, and GSA policies. Ensures accountability and transparency in financial planning, decision-making and reporting, and ensures sound investment of government financial resources and integrity of the Federal acquisition process.
Serves as the top customer account executive in the region, responsible for maintaining current customer relationships and developing new business opportunities.
Consistent with national strategy, the RC is responsible for preparing and executing annual and long-term plans, budgets, and human resources for FAS programs within the region to optimize customer service delivery and achieve sustainable business growth.
Oversees the recruitment and retention of personnel and is responsible for assuring equal opportunity in recruitment, selection, promotion, training, awards, assignments, and special programs.
Represents the region and the FAS Commissioner to regional customers (federal and, in some cases, state/local), members of Congress, industry partners, and the general public.
Serves as the top advisor to the FAS Commissioner and other GSA officials on all matters relating to FAS programs in the region, and helps to maintain positive relationships with community and business organizations, the general public, and Federal, state, and local government representatives.
