This position is located in the Department of Defense Office of Inspector General (DoD OIG). The incumbent is responsible for supporting all programmatic aspects of the operation, development, and sustainment of the Defense Case Activity Tracking System (D-CATS). D-CATS is a next-generation case management system, built on the Microsoft Dynamics CRM platform, to manage the DoD OIG Hotline and administrative investigations functions. The incumbent is a senior member of the program office and a technical expert responsible for managing program elements and planned implementation across the DoD. This position is located in Alexandria, VA.

Duties

Help

Duties include but are not limited to:

  • Plans, coordinates, and executes activities for D-CATS, a mission critical IT program for the OIG. Ensures system compliance with Federal, DoD, and OIG policy and regulations.
  • Establishes and maintains IT program management policies, goals and objectives for D-CATS. Conveys to employees, including contractors, agency IT project methodologies, work sequences, and changes in work requirements. Chairs or participates in groups to review project activities, direction, and policy.
  • Collaborates with cross functional teams (including OIG, Service Components, Combatant Commands, and Defense Agencies) for project planning, scheduling, rough order of magnitude cost-estimating, and risk assessments aimed at creating and delivering new services and/or enhancing existing services.
  • Collects and analyzes data to support long- and short-term operational planning and capital investment.
  • Prepares briefings and detailed budget input to ensure D-CATS and future implementations have sufficient resources and meet all regulatory and internal policy requirements. Prepares and presents information for investment review councils, such as the DCMO Defense Business System Management Council and DoD OIG Technology Review Council.

May be required to serve a one-year supervisory probationary period.
Position has been designated as Noncritical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.
If you have not previously successfully completed a probationary period with the federal government in a similar position, you will be required to serve a two-year probationary period.
Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with Department of Defense (DoD) OIG. Organizational entities with the DoD are not required to conduct drug testing for DoD civilian employees moving by transfer or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD, unless deemed appropriate on a case-by-case basis by the gaining Component.
Military retirees seeking to enter civil service in the Department of Defense now require a waiver if they are within 180 days following their official date of retirement (5 United States Code 3326).

Qualifications

You may qualify for the GS-14 level, if you fulfill the following qualifications requirements:

You must have at least 52 weeks of specialized experience at the GS-13 level in the federal service or at an equivalent level. Specialized experience is defined as: Leading and managing IT projects for defense-wide and mission systems, applications, and infrastructure efforts using the Project Management Body of Knowledge principles. Providing direction, plans, coordination, and execution of an organization and/or agency-wide, and mission critical IT projects.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Only experience obtained by the closing date of this announcement will be considered.

Education

Education cannot be substituted for experience at this grade level.
