Summary

This position serves as the Director, Office of Indian Education (OIE), Office of Elementary and Secondary Education (OESE). The OIE administers the Indian Education Program, Title VI, Part A of the Elementary and Secondary Education Act, as amended by the Every Student Succeeds Act. The office executes program requirements and provides technical assistance for supporting local education agencies, Indian tribes and organizations, post-secondary institutions and other entities in meeting the unique educational and culturally relevant academic needs of American Indians and Alaska Natives. Formula grants are provided to school districts and tribal schools for the purpose of meeting the unique educational needs of Indian students. In addition, discretionary grants are awarded to support tribal education agency planning and development, demonstration projects serving Indian children, professional development for American Indian/Alaska Native teachers and administrators, and Native American language projects. OIE also supports national research activities.

Help

As a Program Manager, GS-340-15, you will be responsible for the following duties:

Advises the Assistant Secretary and Deputy Assistant Secretary of Elementary and Secondary Education on the formulation of policy, the design of operating programs, legislative proposals and controversial and sensitive issues.

Advises senior Departmental officials and their offices on national trends and future needs of American Indians and Alaska Natives.

Establishes, reviews, and recommends regulations, policies, procedures, and objectives for administering the programs of OIE.

Responsible for the overall management, coordination, and administration of OIE staff, grants, and programs. Provides leadership and direction to a staff of approximately 20 employees involved in the implementation of approximately $110 million of formula and discretionary programs

Minimum Qualification Requirements

Specialized Experience for the GS-15
One year of experience equivalent to the GS-14 performing all three (3) of the following duties or work assignments:

1. Experience in developing policies, establishing priorities, and implementing procedures related to the management of grant programs that impact elementary and secondary education programs at the Federal, state, and/or local levels.
2. Experience in analyzing organizational performance reports to improve policies, operating procedures, and program objectives to make recommendations stakeholders.
3. Experience that equipped with the knowledge of the various types of schools serving American Indian/Alaska Native students, including public, Bureau of Indian Education funded, and tribal, and familiarity with the challenges currently faced by those various school systems.

Knowledge, Skills, and Abilities (KSAs)

The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). 1. Knowledge of the views and policies of the Secretary and/or the Assistant Secretary to ensure that materials and actions prepared for approval are written and presented in a manner consistent with these views.
2. Skills that demonstrate an understanding of the history of Indian education in the U.S., issues concerning the role of tribal sovereignty in education and the Federal government’s trust responsibility
3. Skill in dealing with decision makers at the highest levels of Federal, State, and/or local governments and their immediate staffs.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

1. Eligibility and Minimum Qualifications

Based on the outcome of this evaluation, you will be assigned a numerical score (out of 100 possible). If your responses to the occupational questionnaire are not substantiated by your submitted resume, you may be eliminated from receiving further consideration.
