This position is an excellent opportunity to join a dynamic leadership team at GSA, using performance management and strategic planning to drive evidence-based decision making and accelerate progress against agency goals. As a Supervisory Program Analyst, you will serve as the Director of the Strategic Planning and Performance Management Division. In this role, you will lead performance management agency-wide, partnering with GSA senior leadership to ensure the completion of all OMB A-11 requirements, including the GSA Strategic Plan and Annual Performance Plans, as well as recently issued OMB requirements for enterprise risk management and program management initiatives. You will work closely with each of GSA's major programs and support services to determine how to best leverage performance data, while developing insightful reports and dashboards for strategic and operational decision making. You will have the responsibility to evaluate the effectiveness of programs and policies, recommending solutions drawn from proven practices at GSA and across Government. This position is located in the Office of Analytics, Performance and Improvement within GSA's Office of the Chief Financial Officer, located in Washington DC.

Plans and conducts complete performance planning, management, and analysis for major and complex program areas involving multiple funding sources and provides feedback for improvement to program managers and GSA senior officials.
Oversees the coordination and review of the submission of strategic performance plans and other performance documents. Provides technical direction on the performance management process on an ongoing basis.
Reviews, analyzes, and interprets existing and proposed legislation as it pertains to performance planning, measures, and reporting.
Develops overall performance guidelines and requirements within parameters established by Congress, OMB, and the Chief Financial Officer and oversees their implementation.
Provides staff assistance to personnel in the services and staff offices regarding preparation of performance measures, strategic assessment, strategy and action planning, and in linking budgeting and performance, and maintains continuous liaison with program personnel.
Makes recommendations to the Director, Performance Improvement Officer, and Administrator concerning performance objectives of GSA's services and staff offices.

The GS-15 salary range starts at $134,789.00 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level in the Federal Service. Specialized experience is experience which demonstrates the development and implementation of strategic plans, annual organizational performance plans, key performance indicators, and regular performance reviews for large, complex organizations encompassing a range of stakeholders. This experience must include supervising and directing others in performing comprehensive analyses of major programs and priorities to identify opportunities for performance improvement; and presenting complex issues to and/or reviewing the results of analyses with high-level officials.
