Summary

This position is located in the United States Department of Agriculture (USDA), Agricultural Research Service (ARS), National Agricultural Library, Scientific Data Management Branch, located in Beltsville, MD.

The primary purpose of the position is to manage large, complex datasets which cover a wide range of research domains related to agriculture, such as agronomy, genomics, hydrology, soils, agroecosystems, sustainability, and economic statistics, and to provide expert guidance in the development and enhancement of the systems, platforms, and infrastructure needed to filter, store, manipulate, identify, discover, and share large and open datasets through Ag Data Commons (ADC).

The work results in the improved management of increasingly large and complex volumes of information from vastly different formats and sources that are compiled, stored, exchanged, and analyzed at an escalated pace, for a vast array of research; and aims to address the ever-broadening scale and density of large, potentially unstructured data sets, and the need to optimize the precision at which such data is curated and distributed.

Help

Major Duties may include, but are not limited to:

  • Develops, studies, and applies informatics methods, approaches and processes to innovate and refine how the big data can be better collected, curated and organized.
  • Establishes Digital Object Identifiers (DOI) to datasets.
  • Develops and enhances systems, platforms and infrastructures needed to filter, store, manipulate, identify, discover and share large and open datasets.
  • Interprets and manages user requirements for scientific database and repository systems that are based on national and international standards and best practices.
  • Collaborates with other specialists to enhance the computational performance and architecture of scientific systems.

Qualifications

Applicants must meet all qualifications and eligibility requirements by 11:59 pm Eastern Time on the closing date of the announcement including the following specialized experience and/or education, as identified by grade level.

Basic Education Requirements:

Education: A full 4-year course of study that meets all the requirements for a bachelor's degree with a major study in agriculture, biological or physical sciences.

OR

Experience: Four years of experience that provided a knowledge of the basic principles, theories, practices, techniques, and terminology in an agriculture, biological or physical sciences field; an understanding of the standard methods, procedures and techniques of research and analysis in the subject-matter field; Such experience must have been equivalent to that which would have been gained through a 4-year college curriculum.

OR

A combination of education and experience as described above.

AND

Specialized Experience: Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are:

Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position. For this position, specialized experience is experience leading software development and metadata support teams to improve and manage database and repository systems for a scientific program; providing recommendations on data standards, formats, and metadata policies; and assessing data repository platforms.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
