This position is located in the Disaster Recovery and Special Issues Division in the Office of Block Grant Assistance within CPD. The Office of Block Grant Assistance is responsible for administering the Community Development Block Grant (CDBG) program, including grant programs for entitlement communities, states, small cities, and insular areas. The office is also responsible for administering disaster recovery, programs related to CDBG, Section 108 Loan Guarantees, processing Appalachian Regional Commission grants, financial management expertise for all of CPD, and other special programs and initiatives.

Help

As a Financial Analyst, you will:

  • Monitor and evaluate the financial operations of each grantee as they affect HUD programs using risk analysis and field monitoring techniques. These methods include in-house reviews, on-site visits or remote reviews of grantee and sub-grantees to assess the financial management systems and the documentation required to be maintained in the records.
  • Provide assistance to CPD program staff personnel to ensure that Federal Funds are spent in compliance with applicable laws and regulations. The incumbent is in the first line of defense for the monitoring and oversight of the use of funds and for financial matters of concern to the CPD program participants and managerial personnel.
  • Maintain financial status records and be well versed in all aspects of the financial management systems that the grantees use to receive HUD funds and report their utilization, including DRGR. The incumbent is expected to use and monitor the DRGR systems to determine grantee compliance and program financial management practice.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Selective Factor: You must be bilingual in English and Spanish. AND

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12grade level in the Federal service. Specialized experience for this position includes:

- Ensuring financial accountability and compliance with federal rules, regulations, laws and policies; AND
- Demonstrating comprehensive financial management experience working with community development, economic development, or related grant programs; AND
- Using financial systems and technology in conducting financial monitoring of grantee activities and audit resolutions.

CONDITIONS OF EMPLOYMENT:
A.

This is a term position. A term position does not confer eligibility for transfer to another agency. A term employee does not acquire competitive status or eligibility to be converted to a career conditional appointment, nor is the time served under a term appointment creditable toward career tenure. A term appointment carries no implied or specific commitment of consideration for, or placement into, a permeant appointment.

B.

The employment of a term employee ends automatically at the expiration of his or her term. Term employees, who were previously in a career or career-conditional status, will not automatically be able to return to their career or career-conditional position once the term is over; they may, however, reapply for the career or career-conditional position if it is available.

- A one year trial period may be required.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
- If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
- Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
- Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
- Obtain and use a Government-issued charge card for business-related travel.

HUD employees are prohibited under Section 7501.104, 5 Code of Federal Regulations from directly or indirectly owning, acquiring, or receiving:
- Federal Housing Authority debentures or certificate of claim;
- Financial interest in a project, including any single family dwelling or unit subsidized by HUD, or which is subject to a note or mortgage insured by HUD;
- Section 8 subsidies to or on behalf of a tenant of property you, your spouse, or a dependent child owns.

The following are exceptions to the Section 8 prohibition:
- The employee, or the employee's spouse or minor child acquires, without specific intent as through inheritance, a property in which a tenant receiving such a subsidy already resides;
- The tenant receiving such a subsidy lived in the rental property before the employee worked for the Department;
- The tenant receiving such a subsidy is a parent, child, grandchild, or sibling of the employee;
- The employee's, or the employee's spouse or minor child's, rental property has an incumbent tenant who has not previously received such a subsidy and becomes the beneficiary thereof; or
- The location of the rental property is in a Presidentially declared emergency or natural disaster area and the employee receives prior written approval from an agency designee.
