Summary

This position is located in the Department of Public Works, U.S. Merchant Marine Academy, Kings Point, New York. Midshipmen in residence at the Academy number approximately 1000. The physical plant of the Academy consists of over 82 acres of grounds, over 40 buildings and structures (over 900,000 square feet of floor space) consisting of: administration buildings, officers' residences, officers' club, library, classrooms, chapel, museum, midshipmen residence buildings, dining facility, cafeteria, uniform issuance facilities, retail store, book store, athletic buildings and fields, indoor and outdoor swimming pools, grandstands, parking areas, piers, floats, gangways, garage with over 30 motor vehicles of all types, two steam heating generating plant systems, hot water heating generating plant system, green house, various shops used for maintenance, repair and fabrication of parts and units, and cultivated lawns, shrubs, hedges, and flowerbeds. In addition, the Academy provides administrative space for several tenant operations from other Government agencies.

The candidate holds a supervisory position in charge of in-house staff responsible for construction, upgrading, and maintenance of academy buildings and grounds and is responsible for review of major, complex and multi-phased design & construction projects. Projects involve major capital repair, alterations and reconstruction of academic laboratories, midshipmen activity and training facilities, structures utility systems for both teaching and building functions including maintenance on all heating plants and systems, sewage pump stations and systems, carpentry, electrical, painting, wood crafting, pipefitting, and grounds keeping for all academy areas.

The ideal candidate for this position will be a professional with proven experience managing maintenance and construction work, including budgets, estimating material and labor costs for a variety of construction or maintenance projects, directing actual work operations, and maintaining appropriate contacts with the department/office funding the project, preferably on a college/university campus or military installation.

Help

As a Supervisory Facility Operations Specialist, you will:

  • Exercise supervision over assigned areas of the Office of Public Works, which includes shop supervisors, trade personnel, planner/estimators, contract personnel, and an administrative assistant
  • Be responsible for developing comprehensive analysis and monthly budget tracking to include maintaining a time and material accounting system to collect and report costs.
  • Provide management of project and service contracts, including preparation and review of Statement of Works, oversight of the quality assurance program. Attend pre-bid and pre-construction conferences for review of principal construction features, method of approach, procedure, and storage locations available to the contractors.
  • Issue written change orders for within the scope of contracts. Reject materials and/or work performed and issues stop work orders when required. Recommend corrective measures and prepares specifications to reflect necessary changes.
  • Prepare budget submissions, purchase card transactions, utility invoice payments and other financial items as required.

CONDITIONS OF EMPLOYMENT:

Qualifications

To meet the minimum qualifications for this position, you must meet the experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-13, you must have at least one year of experience equal or equivalent to the GS-12, which includes:

  • Experience providing guidance and assistance in the managing of a maintenance program including design, budgetary, manpower and management decisions for administrative buildings, (such as, student residence buildings, hospital, athletic buildings and fields, residential homes, classrooms, etc.)
  • Experience in overseeing contractors,  reviewing project plans and specifications, and maintenance operations performed by shop supervisors, trade personnel and private contractors.
  • Experience performing facility maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as major capital repair, alterations and reconstruction of academic laboratories, student activity and training facilities, carpentry, electrical, painting, wood crafting, pipefitting, and grounds maintenance).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
