These positions are located in the National Centers for Coastal Ocean Science (NCCOS) with the following vacancies:

  • One position in the Stressor Detection & Impacts Division (SDI), Key Species & Bioinformatics Branch in Charleston, SC.
  • One position in the Stressor Detection & Impacts Division (SDI), Ecotoxicology Branch in Charleston, SC.
  • One position in the Stressor Detection & Impacts Division (SDI), Monitoring & Assessment Branch in Silver Spring, MD.
  • One position in the Marine Spatial Ecology Branch (MSE), Coastal Resilience, Restoration & Assessment Branch in Beaufort, NC.
  • One position in the Competitive Research Program in Silver Spring, MD.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZP-5 is equivalent to the GS-15.

Help

As a Supervisory Environmental Scientist, you will perform the following duties:

  • Serve as Chief for an assigned branch of the National Centers for Coastal Ocean Science (NCCOS), providing formal supervision of an interdisciplinary staff and managing all administrative and operational activities of the unit.
  • Formulate and design coastal and marine ecosystem research projects that represent a major segment of NCCOS operating programs, supported by environmental, physical, and social science researchers, which include: 1) marine spatial ecology; 2) ecosystem stressor detection & impacts; and 3) coastal vulnerability, mitigation, and restoration.
  • Provide planning, direction, evaluation and timely execution of research portfolio(s) that increase nationwide understanding of coastal and marine resources.
  • Participate in the development and implementation of strategic, legislative, and science communication plans.
  • Work with federal, state, local and private industry partners to address natural resource management challenges related coastal and marine ecosystem issues.

This position is in the National Centers for Coastal Ocean Science (NCCOS), part of NOAA's National Ocean Service. NCCOS's mission is to deliver ecosystem science solutions for the stewardship of the nation's ocean and coastal resources in direct support of National Ocean Service science priorities, offices, and customers to sustain thriving coastal communities and economies. NCCOS's research priorities include 1) marine spatial ecology, 2) ecosystem stressor impacts and mitigation, and 3) coastal vulnerability, mitigation, and restoration, supported by environmental, physical, and social science researchers.

Below is a brief description of the current Branches within NCCOS:

Competitive Research Program

The Competitive Research Program supports teams of researchers addressing coastal ecosystem stresses such as harmful algal blooms, hypoxia, sea level rise and habitat change. Research projects are selected through a proposal-driven peer-review process and include the engagement of coastal managers and stakeholders to ensure applicability of the science funded.

Ecotoxicology Branch

The Ecotoxicology Branch conducts interdisciplinary (toxicology, chemistry, ecology, marine biology) research to characterize, quantify, and predict chemical contaminant impacts on coastal ecosystems. The branch employs laboratory and mesocosm based methods to determine environmental fate and biological effects thresholds for chemicals of concern.

Monitoring & Assessment Branch

The Monitoring & Assessment Branch provides a long term, multidisciplinary coastal and oceanographic assessment program that focuses on contaminants and emerging chemicals of concern. The branch conducts an integrated program of spatial and temporal research and assessments that focus on the presence, status & trends, and fate of contaminants.

Key Species and Bioinformatics Branch

The Key Species and Bioinformatics Branch conducts laboratory and field based investigations on stressor exposure and effects to marine organisms such as corals and marine mammals. The branch applies statistical analysis, modeling, and spatial data analysis to stressor related bioeffects in coastal ecosystems.

Coastal Resilience, Restoration, and Assessment Branch

The Coastal Resilience, Restoration, and Assessment Branch supports NCCOS research priorities in both marine spatial ecology and coastal change. The branch leverages its experience in field ecology, geospatial analyses, and statistics/models to provide sound information for management decisions concerning ecological conditions and assessments, aquaculture siting, nature-based shoreline protection, and ecosystem restoration.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. BASIC REQUIREMENTS: This position requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience in order to be found minimally qualified. You MUST meet one of the following basic education requirements:

A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

- AND -

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZP-5 or GS-15 level:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-4 or GS-14 in the Federal service. Specialized experience MUST include all of the following:

  • Developing and leading marine science research programs that increase understanding of coastal and/or marine resources; and
  • Developing partnerships with multi-disciplinary stakeholders on coastal and/or marine ecosystem resources issues.

Education

Substitution of education for specialized experience is not applicable to this vacancy.

You will be evaluated for this job based on how well you meet the qualifications above.
