Duties

Help

  • Manages collections data policies, procedures, and standards. Establishes and enforces data and metadata standards and procedures for data entry, data capture, and imaging based on best practices.
  • Meets with system users and others to identify needs for improved processes or efficiencies. Consults with NMAI staff to define requirements, scope, and objectives for system customizations and web-based applications or data-capture devices connected to CIS. Provides technical oversight to specifications, statements of work, requirements, and other documentation.
  • Assists system users to understand basic concepts of information management, CIS technical and business processes, data standards, and controlled terminology.  Develops and carries out a multi-faceted training program for CIS users. Develops mechanisms for assessing and refining effectiveness of training program.
  • Evaluates client/server technology and web-based technologies to plan for future methods of ingesting and extracting data into and from NMAI-CIS. Ensures that web-based applications support meet long-term objectives. Develops report formats requested by users and proactively undertakes report development to satisfy emerging user needs.
  • Performs COTR duties for contracts for digitization, data entry, procurement and/or customization of peripheral data-capture devices and accompanying software, and web-based applications.

Qualifications

Experience: You qualify for this position if you possess one year of specialized experience equivalent to at least the GS-9 level in the Federal Service or comparable pay band system.  For this position Specialized experience is defined as experience in IT concepts, principles, and practices for museum/cultural institution/library information systems sufficient to develop and enforce data standards and carry out related multifaceted information technology assignments.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Or Education:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree

All academic degrees and coursework must be from accredited or pre-accredited institutions

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

You will be evaluated for this job based on how well you meet the qualifications above.

Your resume will be used to evaluate your experience, education, and/or training that address the competencies below:

  • Knowledge of applying data management and standardization concepts, principles, and methods.

  • Ability to analyze, interpret, and translate user needs into systems requirements.

  • Knowledge of providing information technology customer service support and developing software-training programs sufficient to manage NMAI-CIS training programs.
  • Knowledge of client-server object-oriented and relational databases and applications, web development applications, and web-database applications sufficient to analyze, interpret, and translate user needs into system requirements.

  • Skill in implementing and using a variety of hardware and peripheral devices such as scanners, printers, cameras, and barcode readers.

Applicants who meet or exceed minimum qualifications will be assigned to one of three category groups based on job-related criteria:

Best Category - Meets the minimum qualification requirements and excels in most of the job related competencies above.

Better Category - Meets the minimum qualification requirements and satisfies most of the job related competencies above.

Good Category - Meets the minimum qualification requirements, but does not satisfy most of the job related competencies above to a substantive degree.

This category rating process does not add veterans' preference points or apply the "rule of three", but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. A selecting official may make selections from the highest quality category (Best Category) provided no preference eligible in that category is passed over to select a non-preference eligible in that category unless the requirements of 5 U.S.C. 3317(b) or 3318(b) are satisfied. Preference eligibles who meet minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent must be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.
