Duties

Help

As an ASST OMBUDS you will be responsible for the following duties:

  • Serves as the direct and primary assistant to the NRO Ombuds and as a consultant to the Principal Deputy Director of the National Reconnaissance Office (NRO) and other NRO Executives.
  • Responsible for responding to customer inquiries and concerns by attempting to resolve issues from NRO personnel.
  • Analyzes customer data and trends, and provides management with recommendation for improvements to NRO programs.
  • This position, through frequent contact with NRO personnel and other agencies, conducts outreach, workshops, responds to inquiries and concerns, manages the Ombuds, Grievance and Alternative Dispute Resolution (ADR) policies and procedures to ensure they are in accordance with established Federal and Agency policies and are properly administered.
  • Maintains the Case Tracker Database, and assists the Ombuds with the direction, Development, and administration of NRO's formal and informal conflict transformation programs.
  • Services NRO personnel as an impartial, neutral, independent and confidential channel for informal conflict transformation.
  • Briefs new employees about the Ombuds resource, meets with employees in person and telephonically, and develops and conducts workshops and briefings that focus on conflict transformation.
  • Partners with and makes and receives referrals to/from the Offices of General Counsel (OGC), Equal employment Opportunity and Diversity Management (OEEO&DM), Inspector General, Human Resources, and external Intelligence (IC) peers.
  • Facilitates the NRO Greivance Program for IC civilians, and the Office of Human Resources program for Cadre personnel.
  • Interviews personal involved in a grievance to include Subject Matter Experts, the research and analysis of processes and/or procedures being grieved, producing formal draft reports for the Ombuds review and release, and briefing the results to the involved parties.
  • Supports the NRO Alternative Dispute Resolution program with methods such as conducting mediation, problem solving, listening, and facilitating team building.
  • Partners with the OEE&DM, OGC and the IC to receive and resolve appropriately referred EEO cases.
  • Secures classified information in accordance with EO 13526, and adheres to the tenents of NRO Directive 80-3, fore EEO and Diversity.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Experience must be reflected in your resume.
Specialized experience required for this position is:
  1. Manages and resolves concerns and disagreements utilizing theories and methodologies of conflict resolution and mediation.
  2. Provides advice and guidance concerning Federal and Departmental, statues, regulations, procedures and workforce policies.
  3. Researches and analyzes EEO complaints to provide competent guidance for resolution.
  4. Applies knowledge of EEO laws, policies, and Alternative Dispute Resolution processes.
  5. Serves as an Ombudsman and/or Consultant throughout employee grievance processes.
  6. Knowledge of Human Resources, OIG or Labor Relations policies within the Intelligence Community.
