Summary

The Mission of the United States Merchant Marine Academy is to educate and graduate licensed merchant mariners and leaders of exemplary character who will serve America’s marine transportation and defense needs in peace and war.

This position is located in the Department ·of Procurement at the United States Merchant Marine Academy (USMMA), a four-year, accredited degree granting institution of higher learning operated by the Maritime Administration (MARAD), U.S. Department of Transportation (DOT). The mission of the USMMA is to educate and train students as officers in the U.S. Merchant Marine and U.S. Naval Reserve and for leadership positions with management responsibility dedicated to servicing the economic and defense interests of the Nation in our Armed Forces, the U.S. Merchant Marine, as well as the maritime industry.

You will be responsible for contracting for unique and special capital equipment, Information Technology (IT) services, equipment and supplies, contracting for reconstruction and modernization of the Academy's facilities from extensive repairs to major alterations, Architect-Engineer (A-E) services, and facility support services, including professional/non personal services, via performance-based service contracting.


The ideal candidate should possess the ability to contract for Construction and Architect-Engineering (A&E) services.

Highly Desirable: Expertise in providing contractual services and guidance to program officials along with the ability to contract for unique and special capital equipment, IT services, other services and supplies.

Help

The Contract Specialist:

  • Plans, prepares, negotiates, issues and administers procurement transactions for the Academy, up to the delegated limitation per procurement action, Purchases items that are frequently of special or unique design, such as scientific and engineering instruments, research and development projects, machinery, equipment required for boats and waterfront facilities, and teaching aids.
  • Prepares and issues formal contracts, including service contracts prepared under regulations cited in OMB Circular A-76 Performance of Commercial Activities and performance-based service contracting requirements. Negotiates with contractors for the best price, terms and conditions consistent with governing law and regulations. Prepares and issues Requests for Quotations, invitations for Bids and Requests for Proposal via the Academy's electronic contract writing system, ESC PRISM.
  • Reviews contractor's technical and price proposals and requests for changes, and assures that the Government's position is fully supported and reflects complete evaluation of the proposals. Investigates claims of excusable delay. Determines extent of deviation from contractual requirements and negotiations and appropriate settlement. Oversees traffic control related to shipment of Government property; prepares and issues Government Bill of lading, traces and expedites shipment from point of origin to final destination.
  • Serves as Procurement Department technical focal point during audits and reviews by outside Agencies and/or Departments. Assists in the gathering of information and conducts reviews of work products necessary to produce a written report of findings and corrective action. Conducts reviews and prepares written reports of findings related to the Academy's Purchase Card program to ascertain cardholder compliance with all applicable rules and regulations.

Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Mandatory Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet the specialized experience requirements for the grade at which you are requesting consideration.

MANDATORY EDUCATION REQUIREMENTS:

Basic Requirements for GS-12  (Contract Specialist):

  1. A 4-year course of study leading to a bachelor's degree with a major in any field; OR
  2. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Graduate Education: To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Note - For positions at GS-7 through GS-12, applicants who are qualifying based on experience must possess at least one year of specialized experience at or equivalent to work at the next lower level, that provided the knowledge, skills, and abilities to perform successfully the work of the position, in addition to meeting the basic requirements in paragraph A or B, above.
  3. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12.However, employees must meet specialized experience requirements when seeking another position.

To qualify for the GS-12, you must have at least one year of specialized experience equal or equivalent to the GS-11, it must include:  

  • Experience with contracting laws, regulations, principals and procedures; and contracts provisions and methods of contracting applicable to the acquisition of extensive or unique equipment, services or construction.
  • Experience with assigned requirements typically include items having unique government requirements, services, maintenance, or quality characteristics; or maintenance that significantly affect the operations of support activities.
  • Experience with negotiation techniques sufficient to negotiate prices, terms, and conditions.



Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
