Summary

About the Position: Serves as a Purchasing Agent at the Mission and Installation Contracting Command - Fort Belvoir (MICC-Fort Belvoir) office in a developmental capacity. Incumbent's overall responsibility will be assisting with procurement of supplies, services, and construction utilizing the Simplified Acquisition Procedures (SAP) in support of installation and garrison operations on Fort Belvoir and other installations in the National Capital Region to include Fort Detrick, Fort Meade, Fort AP Hill, Arlington National Cemetery, Joint-Base Henderson Hall and Fort Myers. Place of duty is Fort Belvoir, Virginia.

Duties

Help
  • Assist with reviews of the documents for completeness and ensure procurement actions are implemented in accordance with program needs, applicable federal acquisition regulations, laws, rules and regulations.
  • Helps the contract specialist determine the most effective purchasing methods and strategies to be applied based on cost, urgency, availability of supplies, and use of mandatory schedules.
  • Assist with advising customers on preparing requisitions, developing specifications, identifying qualified sources and interpreting and applying pertinent procurement regulations and policies.
  • Assist with administering small purchases that require extensive monitoring and oversight.

In order to qualify, you must meet the education/experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-05: Specialized Experience: One year of specialized experience which includes acquiring supplies, items and services through small purchases, delivery orders, and purchase orders; and determining the appropriate procedures to use to obtain goods and services that will meet basic requirements and conform to purchasing regulations.

OR

Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.

GS-06: Specialized Experience: One year of specialized experience which includes purchasing/acquiring a wide variety of supplies and services; preparing documents including purchase orders involving multiple terms and conditions; processing delivery orders and/or task orders; reviewing quotes for completeness and accuracy.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.


GS-07: Specialized Experience: One year of specialized experience which includes performing the following duties: independently negotiated for price reductions; monitored vendor performance; purchased supplies and services through competitive open market procedures and/or against established contracts; assisted customers with procurement rules and understanding the use of mandatory supply sources.
